This was the best line I could find anywhere for what happens if this rule is violated: "~Violating a No-Fire Zone can lead to immediate prosecution and engagement, by any member of the Zoner Alliance or independent Zoners."
Basically you just post on the forums and then the appropriate zoners decide what to do.
That used to be decided by an independent entity called the 'Confederation of Freeports' that was meant to be uninvolved in individual Zoner politics.
Now it's pretty much motivated by faction interests, and thus inconsistently enforcible. We either need a new generic Zoner entity or a clearer detailing of what the Zones are and their attached conventions around Freeports.
The Confederation of Freeports was at no point in time an independent entity, it was filled entirely with members of TAZ, OSI, and IRG.
Yes, the NFZ is confusing which is why its generally unenforced. It shouldn't be marked on Nav Maps
I'd simply rework the rules in a way it would influence not only Zoners, but all factions. How?
Let's say X faction players would have authority to give one verbal warning (instead of fining) to anyone initiating combat or "discharging" their own weaponry around X faction station. If player in question would refuse to stop doing that, then X faction would have full right to shoot down the violator.
Something like that works in Elite Dangerous, since every single station (given its not an Anarchy system) has enforced No-Fire Zone - although nowadays in ED you are fined (and restricted from using facilities until you pay) for discharging weaponry in that zone, but if you fire at other ships... yeaaaaah. Hell sets loose.
