Quite some time ago I sent a request to obtain a license to fly my "Bustard"-Class freely within your space. Part of this request was to also obtain a license to operate Jump Drive and Surveying equipment. Looking over older communications, I believe this license was only applied my ship's older designation, the '\S/'NX-01.
My message today is to request if this license can be extended to the Starfliers as a whole, as we have grown considerably since the initial license was granted. If this can be arranged, I am happy to send in any supporting information to make this happen.
It is usually not the nature of these special permits to apply to a whole organization, however the Ministry relayed to us that we may make an exception for you. Seeing as the Starfliers still hold a clean criminal record, we see no issue broadening the scope of the special permit for Jump Drive operations.
For the permit of an undefined amount of "Bustard"-class vessels and the related special permits for Jump Drive operations on a permanent basis, the Ministry determines three billion credits to be a generous offer.
Due to security reasons, the payment would have to be split equally to two neural-net accounts: Kanaya-Maru and Yotto .

I appreciate the checks that needed to be made in order to confirm that we hold no ill will towards anyone within Kusari.
Presently, the Starfliers will only ever operate one "Bustard"-Class vessel, this license alteration should include all ships with the '\S/' designation signature. Your generous offer is quite a hefty sum, being that I would very much like to have my company officially registered for legal operations in all the Houses, this sum will be paid eventually. We have just introduced a new revenue source, this may be the time to get our pilots flying so we can afford this.
I thank the Empire of Kusari and the Ministry for looking over my request. I will send an update here once the amount has been deposited into the two nominated accounts.
We were expecting such a request to involve the registry of further "Bustard"-class vessels. As this seems to not be the case, the stated fee is no longer applicable. Further inquiry with the Ministry leaves us to believe that the Starfliers will utilize "Corvo"-class or similar vessels not requiring special licensing for your operations.
With the adjusted fee to reflect the absence of additional "Bustard" licenses, the special permit for Jump Drive operations for an undefined amount of vessels on a permanent basis will come at a price of 1.4 billion credits.
The payment would still have to be split equally to two neural-net accounts: Kanaya-Maru and Yotto .

That is very much correct, there is only a single "Bustard"-Class ship in our fleet. In regards to the adjusted license fee, of which I am more surprised than I am appreciative for right now, I do not wish to underpay for a company-wide permanent license. To avoid any future headaches and problems, I will provide you the full rundown of our Multi-Purpose Research Vessels. Please do look over the equipment, as they are equipped similarly to the "Bustard"-Class we have. Once you have reviewed our six "Corvo"-Class vessels, please do come back with a reassessed estimate permanent license fee.

We thank you for this full list of vessels to be licensed. As you surely noticed, six individual permanent licenses for the operation of the survey modules would accumulate to three billion credits. The Ministry will lower this fee by exactly 50%, leaving us with a sum of 1.5 billion credits. However, future additions to your multi-purpose research vessel fleet will require additional licensing - at a vastly lowered rate reflecting the large scale licensing your company holds at this point of course.

As per VI-5 Imperial Stellar Codex, the free development areas regulations only apply to "foreign groups without ownership of any existing permanent base in their possession", which is a point requiring clarification by your side. Are you pursuing this project on an individual scale with only the aid of the listed sub-contractors or do you belong to a larger group/organization?
On a side note, please ensure the designated position guarantees a minimum distance of 15k to Planet Honshu proper.
