Following a resolved incident this morning, I would like to remind all congressmen to observe proper protocols when doing business with the Corsairs in Gamma, most important being:
-Announce yourself and your intentions on entering system.
-Request landing permission before docking.
-Allow them to scan you before they give you permission.
-Follow any explicit order, should they give one.
-Remain polite and patient at all times.
The above should be common sense by now. It is their home system, respect that and we should not have any more of these minor incidents.

Greetings fellow Congressmen, Guardsmen and Junkers. Much good news for us all!
Raven has agreed to stand down and acknowledge Junker authority around Yanagi. The Outcast Dons have also formally recognized a 10 kilometer radius about the base as being under our control. In addition, they have left combat vessels in the area to assist against rogue bounty hunters.
Outcasts will be treated as respected guests at our bases and their ships will be given prompt servicing when docked. They will comply with base policies but these will be administered fairly and professionally.
Regrettably, I must recall Adjudicator Green Hawk from his posting now but offer our thanks for maintaining a level head in a difficult time. I also wish to thank the Corsair Elders for their patience and leadership in this time of tensions.
Yanagi is now open for business as usual.
We have several members who have brought in many new recruits and my paperwork load increases as I speak. I will be on classified operations for much of the day in the Rift and may thus not be available for regular communications.
As soon as a few administrative functions are complete on my end, we will hold the first session of Congress and elect officers and present commendations. Available positions will be posted shortly and applications for nomination will be accepted at that time.
Lastly, two huge construction projects have been initiated. A major new vessel prototype--a "Congress" class battleship is undergoing a feasibility study as we speak and I have received word that a new vessel type I had requested will be produced here in Puerto Rico in the near future. These two ships will be stunning testimonies to Junker ingenuity and I am certain when finally revealed you will all stand proud as Junkers.
Be advised as well that the Congress is offering one million credits for each "Hogosha" (not "Pirate") pilot captured and returned to Puerto Rico. Bring 'em in boys. We also plan to initiate a "Xeno Population Management Program" where the Congress will award a cash bonus to the pilots bring in the largest number of captured Xeno pilots. Watch for that announcement in future.
Finally, we are building a dedicated com center that will allow us to do something truly revolutionary throughout Sirius. I can't discuss it publicly at the moment--but if the idea works, pilots from every system may wish to visit us and bringing cash when they come!

First and foremost, Glad to hear the good news on Sigma 13 and the Yanagi neutral area! I think both groups made a good choice at maintaining the neutral zone. Unfortunately I am saddened at hearing about Green Hawk having to resign post there. He did a great job there. All I hope is that his precedence will do just as good of a job.
Now, onto other business, I love the idea of a new ship in production and I would be glad to take it for its first test runs. Although if successful I would hope its limited production due to other people being able to get their hands on it. I would hate to see the wrong person with one.
I hope the new com center goes well. Although I have no info on it, I am sure it will be a valuable asset to the congress.
Last, but not least, I may not be heard from for a few days as I have to attend to a few issues in Puerto Rico, but I plan to be back at Trafalgar as soon as possible.

I encountered this pilot earlier this afternoon. I was escorting Charles Monroe on a plutonium run after he had been having problems with a bounty hunter pilot when we encountered this pilot in Omega 7. At first I saw Hogosha IFF, so I warmed up the weapons, turned and pursued. When I got into range I scanned to find the Corsair ID, so instead of engaging I told him to sort his IFF out. He didn't seem hostile, more confused to why I chased him.
Perhaps he's chosen to follow his IFF now rather than ID.

Pilots be advised that Outcasts or Corsairs in Sigma-13 and Dragons or Chrysanthemums as well will generally assist you against aggressive bounty hunters as we will assist them in the same circumstances.
We are also deploying our few heavy assets at Yanagi as a fleet so that we have a better chance of confronting hostile forces there.
The Congress will repair your ship Salvager and notes your bravery. You will be avenged.
