I really wish this would stop coming up. We don't need gunboats, and we don't want gunboats. At least, our bunch doesn't.... then again, we're in it for the RP.
On topic, though, I have no problem with seeing the Blood Dragon's RP expanded to match their impressive line of hardware.
Do not forget that for making ships you only need shipyard. Materials can be plundered, stolen, or brought from neutral trade groups like zoners, IMG and alike.
For instance, Rogue GB is assembled in Londonderry shipyards. Material for it you can get by raiding 4-5 trains, rather easy undertaking.
Also more sophisticated parts you can get from junker salvagers.
Dragons as dragons have big Mito shipyards, and not only they pirate and raid samura for parts, they also have supporters in kusari and they trade with junkers and gmg.
Well... A certain know-how is needed too, not only resources and a building... Ships are designed and made by hand in the Freelancer universe.
Let me give you another analogy...
If I gave YOU 700Kg of steel, 600Kg of aluminum and 300kg of plastic, and also gave you an automated smelter, 100 unskilled workers, and a processing facility...
Would YOU, with these resources, be able to build a working car out of it? A car, nothing flashy like an F16 or a Leopard...

That is my point as well. I don't think it makes much sense RP wise for pirates to have battleships. The military might shrug at some fighters but I am pretty sure they would make it their mission to take out a threat like a capital ship. But like I said people want large ships so thats why they are there.
