The game already recognizes mission cargo, but I dont think you will be able to do "units" given the variety of ships, and lack of persistency. Time limits might also be a factor.

Really? I think it can be done by "bending" the mechanics of current missions where you're supposed to arrest someone. Make it so that the game deploys a small container outside your start up station (by means of FLhook magic? Dunno, not versed enough in FLHook coding, soru) from which you collect the cargo.
It's not supposed to be trade missions, as such, but more of a courier jobs.
So, you bend the mechanics of the missions that require to arrest someone. Just assign the home base as something n systems away of the same faction.
Forced +9 is the answer of your question- however only few factions have it- the rest are forced to grind stupid missions and loose their time.
Trading/Smuggling missions are fun- Hamburg Server have it since more then 3 years- the funnier part is that they are announced to others as well so they know what you do and pew you too.

Really? How come the main server doesnt? And yeah, Id assume the easiest way to do it would be to have a capture mission, with the return destination as a different base, and the "target" as an immobile, 1hp, no shields ship spawning right outside the main base.
