Don't like how only officals can do that.
This is easily fixable by nameing the, for example, 'sair faction being bountied, ie TBH, Benitez.
The indie players can be covered by inserting a clause that states that " any pilot caught in the act of piracy or other criminal offence and reported, with proof given ie screenshots."
This is done via the message dumps of lawfull militaries and police and then the individual names are added to the bounty list.
Yes, its a bit of work for whoever is running the board but then it is clearcut with no reprisals.

Okay. So in other words the Liberty Navy shouldn't be able to put up a bounty for Rogue McGenericston that can be collected by JoeAverage. Not seeing the logic in that one, sorry. If anything blanket bounties for all should come back. Love it or hate it, shooting creates activity.
This is not a pvp server. And bounties do not create rp on the server because "You have a bounty" /l1 and "I am going to collect" /l2 is hardly better than just shooting (I am not criticising the mercs, I am criticising the system that doesn't even give them a chance to not shoot and still win).
Remove the "register before shooting" restriction as it means those who come across your target organically won't be able to kill them. And the point is to kill the person you bountied.

The Liberty Navy should be encouraged to put up a bounty for Rogue McGenericston that can be collected by JoeAverage, instead of bountying everyone with a Rogue ID.
I fail to see the logic in the latter,
If anything it makes things even rougher for people at the bottom of the PVP foodchain,
who get insta wacked by any merc they encounter, while they are oblivious about why. (sets a great example for them right?/sarcasm)
Okay , people use namechange's , that's a good point, but whispers about a automated bounty system might enable to counter that in the future.
Shooting does create activity.
There's enough stuff to shoot.
If there isn't enough stuff to shoot it's either because:
the faction is too dependent on one specific other faction that has activity problems or a factions leadership has been making too many friends.
Both can be solved easily with a bit of tinkering.

Because that means, every time a Rogue makes a new character, it has to be remembered and put on the forums, and added to a colossal list of bounty names. Extremely ineffecient, and makes little sense in RP.

Nah, sorry man. It's a pixelship game where people shoot pixel lasers at each other. If we're going to go by that logic, we should remove piracy, the wars going on, and every revolutionary faction as well, since shooting is the logical outcome of the encounter. I'm sorry, but as a merc your job isn't to sit down and have tea with the bounty. It's to take his head.

Flying in with a merc and shooting someone solely based on his ID instead of his actions isn't bad RP , as it makes sense with the current system.
It is not a good example of RP though, because in many cases the target will learn absolutely nothing in this encounter , and it has nothing to do with his individual actions.

I disagree. It's a perfect example of RP, if not a perfect example of writing. There is a distinct difference.
As for learning things, I do believe the targeted player would learn that it is a violent universe, not all full of peaches and cream.
