I come to you to make our first official contact with the Council. Let me introduce myself, I am Venom aka Stealth.Raven. I come to you in the gravest concerns about the security and supremacy of the Outcast Nation and it's military interests at home and abroad. I have taken it upon myself to form my own piracy currently based in our main area of influence. The more that we do for our own personal interests as a organization, the more my personal interest grows to help use my organization's resources to help secure the interests of our people.
The Elite Shadow Society is growing steadily and I personally wish that we could have an open discourse with the Council. I have many questions and concerns. We are seeking a main base of operations for our growing fleet and a home for our organization. The kind folks at Ruiz Base have let us operate there for the time being but we are growing and our presence there is starting to take up space for normal operations of the base. We do not wish to interfere with the more established groups of the Maltese Navy and get in the way while we get up to par. We recently sent an envoy to Cartegena Shipyard and from the information gathered, we are most impressed with the facility. I plan on a personal visit myself in the very near future.
I was thinking that this can benefit us all. We are interested in finding a new home, somewhere to grow from as our fleet grows. We also need a good source for new ships and this shipyard will serve our purpose as well as stimulating the Outcast economy. We are the in market for all types of ships, mostly fighters, bombers, and a few gunboats; but in the future we are looking for larger vessels to expand our operations and to help in the defense of our fine nation. This would definitely put jobs in the hands of those workers on Cartegena Shipyard, and they would be well protected with our organization there to oversee the general area while we go about our daily business.
Not only will the Omicron-81 be more secure, but there will be a new group in the fight against the unsightly and unworthy Corsairs, close enough to strike them whenever. Not to mention the forces that are already pursuing them under your fine grace.
Our interests are not only against the Corsairs and the expansion of our own piracy, it does not stop there. We are interested in disrupting Hogosha & The Farmers Alliance in Kusari, GMG in the Sigmas, and IMG in the Taus. But it does not stop there either. We want to take it directly to Liberty and attempt to cripple their Navy and expand the influence of the Outcasts. We also want to gain some influence in the far away Omicrons.
We are a militant piracy. Our goals are high and our motivation endless. I await your response -

I'm not a member of Council of Dons (CoD), but something in your letter stung my eyes. You say that you would like to settle down on Cartegena Shipyard. Well, I have bad news for you! Cartegena Shipyard and the entire Omicron-81 is owned by the Reapers of Sirius faction. Technically it still an Outcast system (for the time being), but legally it's under the complete jurisdiction of the RoS. RoS have cut the ties with us, Outcasts, so I think this has nothing to do with the CoD. I assume RoS won't be too happy to find you there!
By the way, Genoa base in Omicron 80 and Kirkwall base in Orkney need more men, willing to protect Maltese interests in these two systems.

My apologies in this. The scouts I had sent out to Omicron-81 either were not aware or not informed of this information. To tell you the truth I like the thought of Kirkwall Base in Orkney better. It seems that the ESS could represent the Outcast interests well so close to house territories. We would have the newly found Gaillia populace to corrupt and disrupt; Bretonia would be at our front door; And the Taus would be at our back door so we could help finish off the Independent Miners Guild and take the Tau Systems which are rightfully ours. Not to mention, I have a few Zoner friends which could help us in using the Freeports from time to time in the Tau and Bretonia areas.
If this is alright with the Council, then we are more than ready for the task -
We instead ask for operating rights to Kirkwall Base unless the Council has any objection.

I am Michael Buccalleto, Don of the Sirius Cartel. I come to you today to ask for your permission to use Cape Wrath Base in Newcastle, not only for a refueling center, but a base of operations. With the use of Cape Wrath we can move our drugs alot quicker into Bretonia, as well as quick access into the Tau's and Liberty. Currently our only operation command is based out of our refining station "Cancello", with movement to Cape Wrath we may speed up our shipments, and allow for better protection of the precious Cardamine shipments that are being raided by the Colonial Remnent.
