We got zoner photons and civvy purple godess turrets and but i would still like to see some particle and neutron ones and plasma ones too.

Civ's have just the same means of getting tech as "Factions," the idea the knowledge is based on who you know is really sad. That highschool nerd in your 813AS class very well had the brain wherewithal to make intense weapons. Hire's up a merc with trust fund monies to get samples of guns at wreckage or such and replicated the data. Makes a complete draft, and patient and sells it to a company and profits. The likely hood of the gab between civ weapons and militant tech existing has a very short half-life. Most house tech still being developed is far behind the curve and might suggest a "Dark Ages," in evolutionary designs. Those who are not restricted in research would be able to break the trend.
Civilians shoudn't be interested in producing fighting technology. Even if this would be left to the private sector I think the goverments would surely cease such producing quite fast.
In addition to what zeltak said I must mention that there is such thing as balance.
If you choose sirius wide ZoI you secrafice more decent weaponry in return. If you tie yourself with limited ZoI no-one is keeping you from writing a request to some allied faction for the guns.

In 4.83 the gear available to everyone was as good or better than most faction gear.
Anyone "properly" equipped used universal guns such as Nomad Blasters and/or codenames (Solaris was really cool back then). It was pretty boring flying around meeting same loadouts, most of the time also on same ship (RT). So faction weapons were made better so that it's worth using them and restrictions on their use were placed. Now some people argue that the we need more civlian guns so that everyone can use them?
That's a step in the wrong direction.
Mercs, Freelancers, Vigilantes have an option. Either be "friendly to everyone" and use slightly worse or harder to use gear (Flashpoints, PGs, Codenames) or pick a gun which is related to the people they mostly work for.
The second part encourages roleplay from all sides.

I used to use 6 Skyblast B's and an Inferno back in the day.
Nicknamed the 'Chainsaw' loadout by a friend of mine.
Unfortunately armour values are too high, and force users to choose more lethal means of causing death.

Civilian weapons have always been fast, so I think this should apply to any guns that they get.

Then I think it'd be fine.
However, my more instinctive response to what Sindroms (and others) says, "we cant use them" seems more like an admission of not willing or able to spend the time to learn to use them, in which case the playing field shouldn't change to accomodate you.
Essentially, learn to use them or put up with it ... if you "can't", then tough I'm afraid.
The 8.33 Flashpoints have discouraged me from making independant Freelancers and Mercenaries in the past, so slower weapons with more damage I fully support. They should not be as powerful as Military weapons (as stated before) but they should be close.

I actually see little reason for civilian weapons to be weaker than those of the military. They were perfectly able to build very powerful ships (Eagle, anyone) and even capitals (if you count the Zoners as civilians, which they actually are).
The difference between civilian and military weapons should be in the way of efficiency (as has been mentioned before). Give the civilians weapons with a little less damage and/or range, but make them use less energy.
