I assume none of you have an unlawful light fighter, do you? Even low level NY/Cali/TX/Colorado NPC's are a real problem. If more than 5 gather around you, you can be sure that unless you keep dodging (or, in cruise around the area you're pirating in) your shields are going to go down. And, with them, everything else.

Why do you have ships that CD you, fly around for 10 seconds, shoot two small shots at you and spend the rest of the time just flying around to piss you off... i shouldn't be able to sit in the middle of a mission doing nothing in a starflier in new york. because all what these ships do is run and dodge and CD and serve as a waste of time.

The restart command already defeats the argument of starting location and reputation for newbies. Also having something better then the flea is already in place. So yes. I support the idea of redoing NPC levels throughout the server. Redoing, mind you, so there may still be low level NPCs but locations adjusted for these new starting locations.
Remember when you face NPCs you're not just facing one, but 4+ squads at the same time.
If they all had the same equipment as players plus their infinte powerplants and ungodly aim, this could be quite problematic.
Not to mention all those "REMOVE ALL NPCS" players.
I'd say a simple solution to this is to remove cruise disruptors from them as a whole and mix up the squads, for example a low level squal would have 1 Sabre, 2 Stieleto's and 4 Daggers.

Go to Gallia. See the NPCs. Then come back here and whine about how low level NPCs are annoying. >_<
