Why not? Talking about Light Gunships with a weak power core and basic stuff, enough to assist local police and convoy craft when needed. The Freelancers would love that too. Imagine this:
Armor: 50,000
Turrets: 2x class 8 and 4x class 7
Shield: Class 7 Special (120,000, regen time 10, regen 1200, energy for charge 10,000) It wont be used by most transports that way)
Power Core: 300,000
Cargo Space: 350
Bots/Bats: 270/270
Equipment: CD, CM
Size - smaller than the Zoner GB
Handling - like a gunship
how many people play "civilians" -- i wonder... and i don t mean transport captains, cooperation captains, freelancing hunters, pirates etc... i mean CIVILIANS. ( you know - daddy, mommy, the daughter in her fancy civilian speeder, the son showing off before his friends in his new racer... )
i haven t seen a single one ( except those forced to do, cause they just launched in penny )
besides, the suggested stats beat some of the professional pirates - and those look very closely at the effectiveness of their weapons.
currently - civilians have debs, flashpoints, purple goddesses, missiles, razors, CDs, various torps at their disposal - pretty much a lot more than "civilian" usually need.... before they become professional fighters.

usually - when a "civilian" is threatened with a gun. - his first thought is "how can i get out of that alive?" - and the first reaction is usually to either run or drop to the floor grovelling for mercy. ( or become totally passive - or even helpful [ the phenomenom, when confronted with a bully, ppl try to become friends with him ] )
what only very few people do is to fight back... it takes the military quite some time to create such an automatism to make the soldiers actually keep their nerves and fight back. that goes so far that the soldiers sometimes don t "think" anymore but only react ( automaticly assessing a situation to be threatening - and reacting without thinking about it - cause speed / reaction = survival ) - thats why some soldier can suffer from consequences of warfare sometimes ( well - among many other reasons )
the point is - civilians - even civilians with guns are not soldiers or violent criminals. - even the most softhearted gaian is probably more used to killing or at least hurting others - than the average civilian. - and civilians that enjoy violence or "self defense" that much to have a need for heavy weapons - are probably becoming professional hunters anyway. ( hence no civilians )
the above is just why i don t think civilians need heavy guns.

Size should be bigger then zoner GB, because I doubt someone would put effort and hi-tech into open market ship, which will be paid enough by mercenaries. And mixing transport & GB turrets would completely screw up balance. Check energy consumption of both.
I dislike idea of civilian gunships in general, considering bombers are more then avaiable. Why'd someone need gunship? Rich freelancers can buy their ships from factions they have strong ties with (and rich freelancers will definately have ones, otherwise they'd not be rich:P)

I'd say:
4.00 gun : 475 damage 750m/s speed 700m range
3.03 gun : 630 damage 700m/s speed 700m range
2.00 gun : 950 damage 650m/s speed 700m range
They are not underpowered, but still weaker than any other faction gun.
Basically you offer us buffed Lugers (of Bundschuh), Gallic Cuverlins and Buckshots to become freely used? Meh.

Luger is getting a better buff(far as I know), and the Buckshot does 485 damage. And besides, I didnt talked about the weapon type (plasma, photon ect) nor its energy usage (which is the reason the why the kraken is better than the blackwidow, despite the fact it has lower damage)
The factionguns would still be superior, but it would be nice to have some decent guns as an independent player. Currently the only option is codename weaponry which is pretty expensive. A decent one is around 10-15 million / gun, maybe more, I dont know.

If independants have decent guns, factions will become empty in few weeks. -> RP comes nearly to zero -> RP? Wtf?
Besides, think about Sabre with 4 excals and 3 2.00 guns. : )))))
