I wouldn't mind removing capital warships from both hispanic houses as well as the hessians.

Gunboats are acceptable, but our two factions really shouldn't have as many battleships, cruisers and dreadnoughts as we do now. So yeah, I agree.

these. i see no way of capital ships made in a place people lack basic recources (food / corsairs), manpower (outcasts birthrate yadda yadda), et cetera

capital ships should be made by people that dont lack the resources to have them built and operational (read: house militaries)
