I would add the casual Order/BHG brawl too.
Even small ones would be fine:
Mollys/Corsair
Rogues/Hackers/LN
Hessian/Corsairs in omega 5
Outcast/Corsair/GMG/Junker/Hogosha in Sigmas
I think that once per week would be hard to organise/find enough people to be in. I would say one nice event once per month starting Friday evening till the end of the weekend would satisfy the need of this.
Note that planning/organising event needs a lot of stuff to be done from the organisers.
Suitable ship restarts. Evening script. Informing the official factions/indies at least two weeks earlier in order to give them time to organise themselves etc. It is a lot of unpaid work witch must be done from the organisation in order to have nice event. From the 4.86 test server/ event server thing I think that the devs can loan the second server for couple of days per month without having problem with it.

Good thing is that this will also take some load off the main server.
People can enjoy fighting on the event server or go do stuff on the main server.
If the events are anything like normal, it'll yank a good 50+ people to the event server, which should make the main server more accessible.
What you can do, Dieter, is make all the relevant restarts in one go, then factions can request for "time" on the event server, and the restarts can be actively used as and when required.
Suppose that saturdays are reserved for eventing. Some 4-5 hours. You could divide it into two, first two hours SCRA-RHA vs Corsairs, and after that, they can clear off and have the next bunch, say, Order-Keepers, have their fun.
