IMO, JDs should use 0 fuel on cargo holds containing less than say 500 cargo.
I don't have personal experience since I don't own a JD, but just a thought.

Exactly, they're scared people will just use them to gain money sooo fast and then create unfair advantage. Its time to loosen the reigns though. Maybe for transports they could again, lower the range of a jd's jump capability. So to get across a few systems you require multiple jumps (may be like this i honestly also havn't used a JD yet, reserved for the elites i guess).
OR
Have 2 types of jump drives, one where you can jump only within a system, and another 'large' JD that can jump between systems.
AND you're all thinking 'but if transports could do that they could just jump from base to base or safe place to safe place.
Any star wars fans out there? Introduce an equivalent to an 'interdictor cruiser'. maybe not a ship, but a piece of equipment capabe of JAMMING a JD within a certain range. So many possibilities.
