You will still need a system which will determine which player(s) deserve to have a say in faction things because all players cannot have a say in all factions´ things.
Positive reinforcement works best, also, if your sad for your skill level being too high for others to enjoy pvp with you there's a really easy solution : nerf yourself, fly stuff you aren't used to,stop ace stacking(baby seal clubbing) , explore weird setups and ships, that way you challenge yourself making things enjoyable, you get more bragging rights (important to some) and you intice people who are less skilled to interact with you again. To be fair I must add that strangely I see a lot of people not logging because they are afraid of dying in this game, even though there's nothing to lose. From my perspective, it seems like these issues are some of the biggest activity killers
Not that I'm particularly affected by that, but I do believe some people consider getting blued to then get taunted afterwards either ingame or via forum post rather annoying.
That being said, nobody can blame people for not logging anymore. Blaming them will make it even less likely for them to log.
Survival of the fittest. Either make your faction fun and appealing to players: both to join and to interact with in space.... or suffer inactivity.
The highest form of disrespect and disapproval is to choose NOT to interact with a faction. If a faction is blaming no one wanting to interact with them as a reason for inactivity then the faction need only blame themselves and their behavior.
That said there are too many systems and too many factions. Start getting rid of buffer/ garbage systems and redundant lawful and unlawful factions. Do that and space will seem less empty.
I guess yah should take into account the amount of time a faction spends on discord, and skype and the forums. then more "factions" would make the grade... .. must be hard to keep faction activity alive when players join 12 factions . and "play" 47 ships ..... .. i wonder if it is a case of too many chiefs and not enough braves .. ??

Sounds more like a sign of fragile egos to me.
If it isn’t going to be fun for you: Don’t log... go somewhere else. If you aren’t gonna have fun tooo, then there is no point.
At one point Liberty was absolutely horrible for unlawful factions: Log a Rouge and a dozen capitals log and start hunting you down. That was no fun at all so what did people do?... go somewhere else where they at least had a chance at having fun.
Edit: Is it that hard to try and make the game enjoyable for others?
As a Massive pirate If I was a jerk and made it not fun for traders I would find myself quickly bored because no one would want to even chance an encounter with me. Same thing applies to lawfuls.

This. This is the problem. There are more "official" factions than there are players online the majority of the time. That, and more people would rather "Forumlance" than play the actual game.
Just the opinion of a person who isn't in one of the cliques around here.
