*MR|'s docking on Cali base is primarily from a gameplay standpoint as Tails pointed out. Docking on freeports would only bring Zoners issues that the MR realistically try to avoid, as with the FP10 debacle that QC started. Docking on places like Java or in Tau-44 is currently impossible due to our ID rephacks, which puts Cali at a central point to offer safe docking without breaking ID lines.
Officially, the *MR| have strong claims to Cali, even as 'exiles'. While it may be a frequent hotspot for Maltese forces, the only people who have ever considered MR a pest have been the organized factions (IRMM, QC|, L\-, etc.) and thus I tend to consider any forward OC bases as ports of more neutral ground.
If it's unreasonable and people continue to have an issue with it, then we'll consider basing from places like Freeports, but given the RP and the environment of the Taus it makes sense at least lore-wise for us to base from Cali for the time being.

aside from the fr5 the staff denied? Your own f*cking lore lmfao
edit: also about the capital bit I have a genius solution.
Fly a snub sometime lol

If you were able to read my message I said that you were not FR5'd YET but apparently I am talking against a wall again

Maybe you should consider using a different ID then or asking one of your three allies to give you shelter. I'm curious if you are exiles, how are you able to dock on Cali again? Shouldn't you be EXILED and not able to dock on ANY Outcast base like the 101st used to? You should consider changing this attitude as it won't throw a good light on your faction no matter what claims you have or whatever your roleplay behind there is. It's kinda funny how you talk about gameplay standpoint and then also speaking about claims.

what claims lol. An Indie has more claims to Cali inRP than a small bunch of Exiles only still alive because of CR

Give it a few more days and that'll be answered if the staff doesn't trip again.

If we talk lore. Then all those factions would have your bleeding head on a plate with the amount of times we've seen you docking on Cali. Not to mention you were able to make all the current Outcast factions shoot you and you still expect Cali to give you space to live anyways? 101st wasn't spared and you believe a station that is used to spread cardamine is going to save someone who wants to stop cardamine trade.
If you have such strong connection to CR, perhaps it's time to stop using Outcast ships and start using CR ones?

Plain and simply, using another ID is staunchly out of the question. *MR| is a Maltese faction first, and as such only uses Outcast IDs. It's not really up for debate, even if it might make more sense to some.
As for everything else, I'll say this: the issue will be fixed by the end of the week.
