So I was informed by Fleet Commander Luxor that he witnessed you letting a rogue ship leave unscathed. Last I checked Rogues and their technology are banned in Liberty and are to be disabled and impounded on sight. So what is your side of the story in all this?

Good day Chief,
Everything Fleet Commander Luxor informed you of is true, I did let a Rogue vessel leave the area unscathed. However I believe the reasoning behind that action was good enough. Allow me to be more specific.
I met this specific Rogue vessel a few days ago while patrolling California, on the Sierra Ice Field. The girl was pretty scared and didn't seem in any position to fight back, I was surprised by that as she was flying under Rogue colors with Rogue equipment on her vessel. I decided I'd give her some time to tell me her story before deciding what I would do with her. The girl is in a very bad psychological condition, and unfortunately most of the things she was saying made no sense whatsoever.
My conversation with her was more like trying to confront a child, she was constantly asking the meanings of words I used as if she has never heard of them again. What I did end up understanding from the entire conversation was that the girl spent all her life as a slave, being manipulated and used in multiple ways. She managed to escape the last station she was put in, stealing a Rogue ship and leaving. Ever since she has made that ship her own home, and has dedicated her life to finding the people who did this to her.
I don't know if the above are true or false, but the way she interacted with me perfectly portrayed the way an abused young girl would interact with people. She didn't act like a Rogue, Chief. I didn't see nor hear a Rogue that day, I saw a girl that is very deeply scarred. I tried to help her out, tried to convince her to move on with her life, quit chasing the people who did this to her, who she refers to as "monsters". She wasn't even aware that the vessel and equipment she was flying was illegal. I made it clear to her that her current 'colors' identify her as a Rogue and that she shouldn't be flying around space with those colors when she's clearly not one of them. I advised her to buy a new ship, new equipment, proper papers and the such.
The first thing I told her when I saw her again today was why she still didn't take care of that, moments before the Fleet Commander showed up. I had asked her to drop the pilots she had on her hold and leave the vicinity to go fix her papers, ship and equipment. Fleet Commander Luxor can confirm that the moment he arrived the vessel dropped a couple of pilots and left, as instructed.
This was never about me cooperating with a Rogue, Chief. That girl - she's no Rogue, and if she loses her mind and turns into one, I'll be the first to chase her down.

I would stress the importance of fixing the ships transponder because regardless of past traumas and wrong doings the law is the law. If the wrong person saw this it would be a media spectacle. Helping our citizens and enforcing the law go hand in hand. The next time you see this non-rogue you must be clear as I am being clear with you right now. If she does not fix that transponder she will be taken into custody for breaking Liberty Law and using restricted technology. I expect to not have this conversation with you again Lieutenant.
