I want to give police IDs some cool new toys.
For example, a quick easy one is a CD you can only mount if you have a police ID, that has a longer range than the existing ones, giving it some extra utility to chase that smuggler who has gotten just out of your 3k train CD range, while not really affecting its pvp performance. Obviously not a magic "now we have five official police factions" button, just something nice you can use while playing police.
Another cool toy would be a command to lock jumpgates, similar to nodock.
As Markam offered, I would give police a ship for intercepting. Something like police version of Armoured Transport but with 375 or 400 cruise speed and 'police' skin, if possible to find a unified one for all the houses. With the CD you mentioned, police may become really good for hunting for smugglers. Probably, may be a good idea to allow indies limit dock as well but for smaller time.

What would you give the police?
how about a "scrambler" command that will make you invisible in the player list for X time
All it will show is that some cop is logged somewhere
but hide name+location+level
I really like your thinking btw - at this stage of the game limiting other IDs just shouldn't be an option. but buffing unplayed ones - definitely a good direction.
Speaking of which - how about a cheap police only CLD and overpowered and/or cheap scanner
CLD could be in-built into police CM like nomad one is. And secret services could have a cheap cloak as well.
Yes, for me, nerfing house military IDs to create a gap for police is not the answer. It's way too out there to make it so house navy IDs can't enforce their house laws - is a Liberty Navy cruiser at Fort Bush supposed to just sit there and watch the guy with a load of artifacts merrily fly away to Planet Manhattan? Yes it can call a police ship, but what if there are none? Even if there is, why should the Navy ship be excluded from initiating an interaction itself? It doesn't work because it stifles interaction too much to be worth it - the cost:benefit ratio is off balance. It surely cannot be an option.
The way to help is to give the police more, rather than making someone else have less; to add content, not remove. Police cloak disruptors and scanners sound good to me, because like the extra range of a CD, they provide added utility without unhinging balance.

I'd say a Liberty Navy cruiser is supposed to patrol the borders of Liberty in the first place, catching smugglers at least when they enter Colorado, California or Texas, if not sooner, instead of waiting for them in the heart of the house. But I guess that's just me.
Ideally I'd limit Police ZoI to House space, Navy ZoI to the outermost House systems plus one system beyond during peace, occupation area during war, and Intel ZoI outside House space, each to their own areas according to their roles with only the minimally necessary overlaps, but I know it's way too late for that to work in practice, plus the mainstream community opinion declared nerfs the root of all evil no matter what, so with the huge and unremovable role and astrographical overlaps we could just as well merge Police and Navy.
Yes, yes it is just you - core house space in Gallia/Kusari/Rheinland already feels empty so much. And you'd purge the lawfuls that are played away from them.
The game is not just Liberty. Like I said - Liberty is fine, other houses are not.

Honestly it does get quite boring to see only official players use unique little toys. and smuggling is rarely a challenge nowadays. Something like this would be lovely as i miss the feeling of having adrenaline running up my back not knowing where the person is. And frankly, I'm outright tired of being scanned by warships instead of snubs. Something new would be great. I want the " OH **** " Feeling again.
Light cruisers (dessies) that were police faction only would be nice but mostly the fact that navy can do everything police can do + more makes them unappealing.
