I'm having a similar issue. I either get locked at 51 fps, 65 fps or 94 fps and I play on a laptop too (Lenovo Legion 5, Ryzen 5). I get 51 or 65 fps when I connect headphones via either minijack or bluetooth.
When I disconnect my laptop from its powersource, FPS hits the 144 fps lock I set in Nvidia Control Panel, also with headphones connected.
I googled it a bit and went through all the Win10 and Vantage power plan settings as well as power settings in Nvidia CP, it seems like this issue is related to laptop internal power management. Try running on battery and see if you get a boost, weird as it sounds.

Thanks for the suggestion, tried but no luck. Still always 65FPS (except main menu). Furthermore looks like NVidia CP settings do nothing with Freelancer at all. I set fps cap to 144 (for Freelancer.exe in Disco folder. Later in global 3D settings) and in menu still around 180 FPS
Absolutely no problems like this with my other games, even old ones, only Freelancer
I tried that with power connected and without. Doesn't change anything.
In the menu I have the FPS as I adjusted them in RTSS or DXtory. Docked at a station still solid 30 FPS. Undocked I have the FPS as I do have in the menu, except when using windowed mode: then I have FPS according my displays refresh rate.
nvidia cp panel ( where you normaly limit in game fps with ) w'ont work.
Best solutions and what is really working for me.
Get bandicam ( it can be free..... ) setup bandicam to record a video...
Start bandicam and discovery too, you are going to see your fps when connected to the server ( not in the menu) at 65 hertz or whatever, it was stuck at 65 for me...
Start bandicam i mean record a video then stop the recording, from there IT should uncap, for me it does and this is the only solutions actually ..............

I've tried everything including Nvidia CP settings but no result. In Multiplayer always 65FPS.
Tried window mode and in multiplayer 144FPS ingame!!! But I'm not a fan of playing windowed or windowed borderless mode. Additionally I noticed that Freelancer in windowed mode is more contrast and dark - I really don't like this... So prefer fullscreen. Just want 144fps becuse my monitor uses this refresh rate and game looks incredibly smooth (after comparison fullscreen vs windowed)

Monitor HP X27i 2560x1440 144Hz (Freesync and GSync) connected to laptop via DP 1.2 cable - optimus DISABLED in Vantage/BIOS, additionally iGPU is not used when laptop is connected to external monitor through DP cable.
As far i know 155 FPS is the max Framerate for Freelancer ...
Try forcing it with Windows Settings -> Display -> Graphics Settings -> select the .exe from the Discovery server and then select Dedicated GPU
I remember i upload a file of D8D9.dll file for Freelancer, but it will be at full-screen and locked to max framerate available ... but rarely see 120Hz or more in game even with my setup ... still is sufficent for me to play nicely ... but remember you could add the -noframelimit argument in the launcher ... maybe it could help ... but if you sit above the 155FPS probably the cheat engine will make you a ban
I have the same issue with the game stuck at 60 fps. I've tried every single possible thing in the world to fix it but with no luck, not even what @Groshyr posted works
