Wouldn't it be a reasonable move to let all the police factions to be active in the wars from their respective houses? Well, Kusari is at peace now.
But you could see the LPI fighting in Hamburgh, the RFP in texas, the BPA in the taus, that would help to increase their activity.
Considering the KSP got its status removed and it could be saved if they were allowed to fight in leeds.
Same for the RFP who got a warning a couple of days ago.
Well BPA had always the war at their doors, but a little larger zoi could had saved them those warnings they got once.

True, but that's also due that naval/military factions had/have the possibility to go outside the house borders to fight their wars, a luxury than police factions don't have.
So, when you are going to choose an ID, you have one that allows you to do police job and naval job, and the other one that only allows you to do police job, which one do you think people would choose?
Naval/military ID's would still have the advantage of the capital ships.
The purpose of Police factions is to get a prison liner, mount a cap8 on it, and fly around in a semi-battleship that is allowed to attack transports. True story.
On a side note, I could easily see Police forces acting in defense of an area, but I could hardly see them raiding enemy territory. GRP has shown that it can be done with style, however, so I would suggest a trial period of allowing police to participate in wars, and seeing how it goes.

I think it makes perfect sense. Those areas are annexed.
If you look at French colonial history they had a distinct aim at spreading culture/civilization, where the brits where only interested in trade/moneh. So of course a Gallic (French) invasion would be keen on installing structures that allow for a further cultural expansion in the now annexed systems - no way to do that without police to set the tone.
Plus the French has the gendarmes, which is a weird breed of military and police, which might also be a contributing factor to the GRP's slightly different nature.
Due to a year's inactivity this may have been changed by now, but I'd say stop the military from doing police jobs outright.
Sure, if things turn violent, they'de step in to help the cops, but wouldn't go round scanning traders, you don't see the army checking passports and bags at an airport unless their owner start shooting up the place.

Military/naval factions were once prohibited to stop traders, made no sense at all watching a transport full of cardamine docking at planet manhattan then and not being able to stop it, won't make sense now.
Instead of limiting the naval/military actions, I'd enlarge the police's ones.
They still have differences, like the lane scanning thing the polices have, and the capital ships the military have.
