I had a cool idea for a terrorist faction/group, And I looked through the IDs to see what kind of ID it'd fit with, I didn't find anything EXCEPT the Terrorist ID. Though, the description is a bit vague, and I don't understand a few things:
What limitations does the Terrorist ID have?
Do you have to request it from an admin?
-What if you'd want it for a group [of people]?
Those are the only questions I have for now, though more may pop up as things go along.

The terrorist ID basically has no restrictions - it's a catch all villain ID for overwhelmingly evil characters. It's also only handed out by Admins, via SRP request. The chances of an entire group being granted them is somewhere between none and zero, unfortunately. We'll review requests by individuals on a case by case basis.

No - we wouldn't hand them out to groups. Individuals may be granted them on a case by case basis though.
For unlawful/evil groups, I'd recommend the pirate ID. As a generic ID, it's surprisingly versatile and can be used in a broad range of situations.
