As a Xeno, if a trader offers (or gives credits as in your case) We consider that to be a bribe from the trader. Which of course highly upsets us. We are Idealists and are fighting for a cause. If the trader doesn't rescind his offer of credits (bribe), they usually end up as a rapidly expanding ball of gas and other detriment.
Rather intresting. I think you can accept money. Same way as you can offer bribes to police officers alltough they can't ask you for one by the ID limitations. After all, ID limits you to make a damand not to profit from situation in a defined way.
But this might cause some tension between the angry trader who wants to make money and a guy who tries to play his role by damanding to drop cargo. Trader pays the money via "/givecash" without other player's consent and later gets blown up for not fallowing the demand.
Well someone just pays for his own ignorance with whole loot and a couple of millions. Still looks like a situation which could be avoided. Perhaps.
That would not make sense in RP. The Xenos want to prevent cargo to reach destination, in or out of Liberty. Not prevent reaching it without an extra price tag added...

Last I knew, Xenos were out to stop foreign trade. I've seen them not take the cargo but destroy it. If the trader gives credits, that's nice but it's not what the Xeno demanded so the trader is fair game.
USI has some dealings with XA- , not with every Xeno ....
That would probably mean that XA- will look the other way if USI decides to blast some nitwits trying to mess with them.

According to 'rumors' Xenos only hunt foreign corps. As that is what they are fighting the influences from outside of Liberty.
Navy would ignore as it doesn't influence themselves much,
However to look clean from the outside towards other houses they have actually marked them red and treat them as terrorists and criminals.

About the rules, shoot them since they didn't meet your demands.
Of course if they pay before you can do much, then it wasn't your own demand and you can choose to ignore the trader after he paid or still harass him for not meeting your demands.
