Sounds like you want to have a way bombers can't catch up (if they do the energy regens cuts their attack movement).
Also, 2 bombers can blow up a battleship. 2 vs 1, the two people win, sounds legit but who cares.
They don't use <insert> like in RL ? No point, this is a game, it's -all- meant to be fictional, not to be realistic (or at least the first overrides the latter part).
Hm make them cruise with 160 speed charging 2 min.
Increase their hull 3 times(countering nova spam), give solaris double speed and a bit more range and less energy usage for missiles(countering cruisers), battle razor and flaks(countering nova spam)- then the battleships would be more then fine.

On the contrary, you have no cruise so look at it this way; if your heading to raid someone and its too far for your jumpdrives, well, they will be warned way ahead of your arrival, even with more time to prepare then what we have now.
Also, as i understood it, you must -choose- whether to use docking bays, jumpdrives or cloaks due to their cargo requirement, in addition to the fact that from what people said about jumpdrives, you got two options.
Option A is "jump to X system", which means youll end up -somewhere- within System X
Option B us "deploy a survey beacon for precision jumping" this survey takes several minutes and you cannot move. The upside is that you will land at a predetermined spot within the system.
As for 2 bombers beating a battleship, i find it as logical as 2 men in a rowboat Sinking a MTB with a 40mm grenade launcher. Sure its possible, but really, its too damn stupid.
Well, Discovery politics are balance > realism. As more realism comes in, the balance is more messed up. Making them slower, heavier and few times larger than they are now was always what I wanted to see here, but It's just not gonna happen, nor the idea you proposed.

But dont you see giving them a 210 m/s impulse speed will make BS's more or less impervious to attacks? You can just impulse away, whilst giving ppl hell with your guns, while they have to cruise to catch up and then wait for energy to come back on to be able fire a proper shot due to cruise drain (if your opponent is in a bomber or cruiser). In other words: BS's would be de facto invulnerable to most attacks... Where is the sense in that?
