Honestly, I'm not sure what 'head-canon' you're talking about. I'm basing what I say and what I do within [HF] on what I've been told, what I see and what I can gather from the incompletion that was left when [HF] was abandoned. If you're dead intent on ensuring that this shindig goes the way of the massive fustercluck that it's aimed at currently, then feel free to keep refusing to work this out. Communication is key, and lack thereof just creates more angst.
As for everyone else, we're honestly in talks about ditching the Commonwealth, or at the very least retooling it into something better and less convoluted than what it is at the moment. Odds are we'll aim for the latter, since ditching isn't something I'm myself particularly fond of in any context, but reworking the Commonwealth is absolutely in the game plan.

I still wonder what is to be gained from that split iff. No other faction has that either. If it's just the government but HF takes care of the procedures just have it HF iff. We have no Liberty - iff either for civilians or government officials.

Hey I think this would be the better creative way to remove the Commonwealth from secondary existence and have it founded under one unique identification. Like Spectre said, we need to find a way to re-route the Commonwealth for what it is and how said gov come to power and how it should be run and develop under the [HF]- flag. I don't believe doubling the two is powergaming because HF does the work for and on behalf of the Commonwealth. So exclusively making it one makes far more sense.
As for Xenos, we need to come to discussion as to what happened in the past and leave it there and focus on moving forwards how we can work together to better the civilians of Liberty and how we both can overthrow the corrupt LibGov.
Among others, the biggest issue with Commonwealth I see is there's no logical reason for it to exist (or for lack of a better word, attract a populace) when Liberty exists right on top of it effectively - providing better jobs, care, living conditions protection etc.

Well, yeah.
IMO it's unlikely that any big enough portion of population doesn't get an institutional representation in a democracy.
Of course, there will always be marginal and violent groups, but Liberty has whole 3 vanilla factions to represent those - LH, LR and Xenos.
EDIT: I get an idea behind "disheartened LN veterans" - pretty similar to Vietnam vets and rednecks who mistrusted government enough to form armed militias and shot feds. But Xenos already fulfil that role, no?
