You can set def modes.
and when i fly as Sair and dock on a sair base in a way it is my base, " well my factions base.
and we dont have such a scanner to look around, no we have to undock and do what is called interacting with other players. and not just sit and scann to see if we can undock to awoid other players.

But it annoys me when people make silly comments about that... especially brits who for the most part can't speak their own language let alone anyone elses!
Buy a BS cloak, fit it to a transport, F1 it 20k from your base, cloak in, and check... can't see cloaked ships, but that's that's the whole point of them.
You can usually tell if someone hostile is outside your base because chances are they've turned your shield on. "They always have a bit too much fuel, I say" or something of the sort.
If you're willing to sink money into a scanner, why not sink it into paying some guys to watch over your base, or sit as guard/scouts for you while you work on base stuff. Lots of freelancers are around that would keep watch for you I'm sure. Set up a registration board and you'll know whos willing and who's available to jump on and help you out. More money for players, better for the economy than dumping the money on an NPC base, and increases RP interaction. Win, win, win.

Fun fact: That's kind of how I lured out a trader from a PoB once to pirate. Turned the shields on and the guy managed to check who's around, in a Stork. Of course that was prior to having to (unilaterally) RP my part before attacking a base.
