It's a saturated ID that admittedly doesn't get a lot of things done. At least here with this the desire to get things done is evident. The perks are a bonus, not the overall goal. They add to the goal, a step to reaching it.
It's an idealist statement, but frankly if it brings RP, events and can effect things other than the faction, then I see no reason why it shouldn't have a shot.
I have nothing against your requests to the official level, but why do you need your ID? If the fifth fleet justifies the fact that they are fighting against nomads, then how does your ID differ from the standard one?
The ID, like both Navy official factions, is in essence a copy of the standard indie ID, except with one redundant line allowing them to engage any separatist LSF ships in Alaska. This line isn't useful anymore, since that time has long since passed, and as such they're all effectively the same. Our proposed ID is a reworded, fixed up version of the standard LN ID. As the standard ID does not actually allow us to ally with unlawfuls (as is the same with other lawful IDs), the line 'cannot ally with unlawfuls except the Council' was added to fix this issue.
In addition, each official faction has their own ID for identification purposes, and allowances of faction rights to be enacted on other ships or the ship in question. The description at the top of it leaves it unique, specific to the Third, and gives us individualism from the rest of the Navy secondary.

Just look, group with the Council... Well... On the territory of Bretonia, it seems to me, it is quite possible, is not it? And remove what is not relevant, and then say "this is our ID" - well, this is nonsense. Why just do not ask the administration to remove that in the ID, what is not needed?
And you are going to do ID, as for membership in the faction - so people know that you not only have a tag, but your ID too. Brilliantly! Ie in the tag I do not guess that the ship belongs to the third fleet? If I am a member of the Liberty Police or Navy, I will know. For the pirates, each fleet is one person.

I don´t want to be rude, you obviously invested some effort in the faction info and the message dumps are not bad, but in my opinion this is textbook example of situation when there is no reason to give faction officialdom. It does not bring anything really new while it would be even third official faction of the same NPC faction (while the two current official factions are quite active) and on top of that it has bare minimum of required three active members as you yourself admitted. There is nothing wrong with having mini faction of few friends and having fun with it, but in my opinion you should stay at that because I don´t think this is proper official faction material.
Not trying to be rude here... But I feel we don't exactly have a place for a third Liberty Navy faction, especially how similar this seems to 5th Fleet's RP. I would suggest trying to combine with 5th Fleet under a unified flag such as what Secondary Fleet Command (SFC|) used to be. Just what I was thinking here, once again not intended to offend anyone, only constructive feedback.
As it stands, yes, the concept is similar. However, there is still a niche that 3rd fits into that 5th or the [LN] will likely not. 3rd's plans going forward are to expand on what was constructed during the unofficial phase, and focus on what we can do to better deal with the conflicts Liberty is dealing with. [LN] in my eyes focuses on everything evenly, while 5th is a more reserved bunch. The intentions here is to expand on the war effort, focus on the front and bring even closer ties to not just factions that are already allies, but likely bring in more mutual aids to deal with the Gallic Conflict.
As I've said before. Just because it's been done before (twice in this case) doesn't mean that it will always be the same. 5th itself is evident of that fact.
I'm not even gonna bother saying it. You all know what I'd put here so just pretend I wasted my time throwing together some witty insults and substitutions for swears in an elongated rant with at least 3 words bolded.
Just be aware: factions have been denied officialdom before based on there being too many on the ID. I'd be surprised if that didn't happen again here. Your energy would honestly be better spent elsewhere.
