Nah if you keep close you rape Barghests. In penn myself and 2 other Hegimons took on 2 Barghests,and mauled them. No losses. It is hard to keep in a tight group though,i will admit.
It depends, if you get in the novas the Heges go down nice and quick, but if the pilots know how to jink the torpedoes, then you're in for some hurting.

Hegemon with rear firing cd and novas.....barghest looses its shield,
Hegemon with rear firing cd good aim and some transport turrets and novas.....barghest dies.
Novas dont work well on Transports. In fact after some tests that I made they dont work well at all even with sub targeting and stuff. Kudos for BAF for making the 3k Rule.

It's those really really dumb miners that actually use countermeasures. Those are the ones that throw off novas.
But bargies got snac and nova, so no big.
i do however, use dual nova on my Upholder for fleet battles.
Makes it all but useless for deterring piracy though.

Actually it does work and it does happen. Fort Hood has a million and one businesses mere feet off post. When I was overseas there were shops directly accross the street from the main gate, there were ones to the left and right of the gate also (though at a distance).
Opening a business close to a military installation is a smart move. You'll usually always have customers if what you sell is worth a damn.
Anyways, I think what the BAF| are doing is smart. The Essex isn't there to house traders and miners and having any around it would cause issues. Issue that don't really happen in game because the Essex is a NPC.
Zoners used to do the same thing, we don't like people loitering in the NFZ all it does is ask for trouble. Though I don't give a crap about the NFZ around any Freeport except 14 anymore.
