Okay, lemme spell it out for you.
The Zoners have failed miserably in their communications, diplomacy, and existance as a whole. Their expensive, highly irreplaceable battleships are in the hands of every Order captain and their mother, and theyre waging war with everyone in the Omicrons.
What you need to do, as a Zoner, is prove to us that you guys aren't, in fact, inflicted with Downs syndrome, and can not only control your capital vessels, but maintain your neutrality through the old Zoner way of Diplomacy, instead of going YAAAAAAY BATTLESHIPS!
Zoners have no reason for Battleships, and haven't since Vanilla. Prove us wrong.
You're not convincing me, that's for sure.
But the Nomads, Saronsen! THE NOMAAAaaaAaAaaAAAAAAaaaDS!

Been there, done that. Caps are restricted and especially battleship ( which will never be seen under my tags, completely ) from my faction ( which is a zoner, moreover )
You could say I followed your suggestion of doing it myself instead of yelling at others to do so, but I kinda did it before.
Anyway, my point is: It works. Everything ( RP, diplomacy, cooperation, interaction ) works way way way way way way better since I dropped the caps.
Nothing would stop me to acquire a few zoner nephilims and go lolpwn on Outcasts and declare a blockade on Tau-37... Well, nothing... except my sense of elitism and pride and the fact that my fun here consists in quality RP not exposing my acute sense of retardation ( which I hope no one will find out about ).
That and also the fact that getting a nephilim now would ruin what I have created so far: A zoner faction that works waaay better without caps.

While system scale in Freelancer is obviously more fiction than science, it's potentially logical if you want to scale up in the order of hours... not weeks.

Because now i would say Remove Corsair, BHG core, Order, outcasts, Red Hessian etc bs ships as they cannot fund nor support it neither.. House factions can as they have their companies to support them, and these? how can they fund it all? Zoners you could even say OSI. But other then that? Nope.

Corsairs have planets, OCs have planets, they have fields with minerals and shiz in them, they have a FAR greater population than Zoners, and they pirate big fat transport convoys.
BHG are filthy dirty rich from bounties, Order already had a bloody capital from Vanilla, Red Hessians have like, 3? battleships I've seen on the Server?
How are 3 battleships compareable to a bloody hundred juggies the Order and Zoners have?

Currently you can get your shiny toy without effort, you don't need to RP, you need cash. The people here proposing "caps for SRPs" are actually proposing a system where you become special by proving you are "better" in roleplaying your stuff and not only that you got the billion for the Neph.
TL;DR - It's quite the opposite than what you said, so I really don't get your logic here.
I'd disagree, the SRP's don't prove you are "better" only that you've put effort into attaining something beyond collecting money. If that SRP is accepted, to me it's an agreement to maintain that level of effort in order to keep it.
As for the Zoner battleships, I don't think putting them behind the SRP line will promote more RP and interactions, if anything it'll cause more hassle for the admin team. I feel it'd be a better idea to tone down the ships or convert them into colony liners as suggested, it'd be a one time change with the same effect as an SRP.
However this shouldn't be a singular event applied only to the Zoner ships, it must be an overall change to all capital ships otherwise we run the risk of descrimination.

Duv's case is a little flawed.
All of those factions have, as Saronsen said, some significant reason to have capital ships. What he missed was the Order having to deal with a -- guess what -- buttload of Nomad battleships to fend off. It's only logical they'd have a somewhat impressive set of capital ships.
Unless you want the Order getting roflstomped by the nomads when suddenly one day all their Osirises have turned into Sekhmets and the ensuing destruction of the Edge Worlds that ensues.
Then we really wouldn't have to worry about Zoner capital ships.
