As part of the LNS , the same thing always happens :
Stop a smuggler : " You give the order to halt , in 100 % of cases are run and when there is exception that stop, pull the load and when you say you 're under arrest , are ... ALWAYS .. . that if you miss the game continues , escape and when become one destroys unannounced (obviously , if you are a fugitive and you escaped once , do I have to give explanations that attacked you ? ) you reported saying " not enough to say " stop " to destroy . "
Attack Cruise : "The Law of Liberty is clear: NOT ALLOWED War ships of any faction ... and NY is full of mainly Warships , mainly OC faction . "
I do not understand what the complaint Player " Al_Diablo " complains that no RP but each time one "kills" re Ranseur logs on with another OC , dies and logs on with another re ... swear that Ranseur contained and has 3 Ranseur 1 VHF , 1 Bomber ... all OC
Liberty also another situation is the following : "Another big ship appears and instantly appear " Reavers " Security and Liberty ship that find and destroy us sometimes 3 or 4 to 6 bombers fighting cruisers and 2 Rail Rogue / OC .
What type of RP and hope that the LNS complain when they do not want RP ? Only attack ...
We have touched situations " Nomads " and there are very good RP or IA and also do good RP .
Do not expect " talks " when the only thing you do is attack ...
If not all bring a little bit, nothing will change ...
It has always been and will always be the prime place to get yourself engaged by a whole bunch of caps and snubs that will do anything and everything to not die and/or win the fight.
Anyone who goes there and expects anything different is going to get a rude awakening.
Personally I for one would like to see the "newbie system" moved out of Liberty, to another location. I believe that this would help a lot.
It would decrease the population buildup in Liberty, it would decrease the prevelance of OOC over RP in Liberty, or at least make the OOC more manageable.
I do have to say though, as somebody who has primarily played in Liberty for the entirety of their "Disco Career", I'm strongly opposed to the whole "OMG THERE IS NO RP IN LIBERTY!!!!!!!" crowd, and their standpoint. Roleplaying and my interest in it, is the only thing that's kept me on Disco for so long. There are plenty of opportunities in Liberty, involving Liberty players, for good roleplaying encounters, the OOC "Lolwuttery" may be really obvious, but it isn't fair (or accurate) to crap on -everyone- because of it.
The problems highlighted in Liberty are common throughout this entire community, the only reason that they're more obvious in Liberty is because the vast majority of new players start there, and the majority of the other half of the huge concentration of players in Liberty come there expressly to kill things.
It winds up creating not a good mix, but none of the things that happen in Liberty are things that -only- happen there.

"Liberty is mostly devoid of roleplay" =/= "there is no good roleplay in Liberty"/"there are no good Liberty roleplayers"
While what you say is true, there are only so many times that I can see a small force of snubs get chased across the entire system by many, many LNS- and associated indies, many of which either don't say a word or drop something cookie-cutter like "guns hot charging weapons engaging rouges", before writing the house off as being mostly a trainwreck.
The good roleplay that there is to be found in Liberty is always going to have a huge spectre hanging over it, for many, many reasons - not least of which is the cavalier attitude to toxic gameplay and minimalistic roleplay that many factions - official and unofficial - based in Liberty seem to share.
[LN], thankfully, does not make that list, but a couple of prominent unofficial faction sand at least one official does, and while they are around and active (without even mentioning the infamous horde of LNS-) they will always be a dark shadow on the region.
Not that this is necessarily all bad. Sometimes Liberty is just hilarious for how out of hand things get, and it's actually quite refreshing to have a ready supply of bad cap pilots to explode.

It's also the place where 3years+ experienced lolsabru pilots can do cliché indistinguishable-between-chars merc/pirate RP, camp lawful bases in groups, pick off the lawfulnoob snubs knowing that its impossible for the lawfulnoob caps to hit them, and then brag about how awesome their skill, RP, originality, and sense of fairness is and about how totally bad the other side is and about how awesome their own lawful alts are in comparison.

Not sure how that would improve anything. Even if the newbies hang out there instead, they will be more among themselves with less people to learn about RP from, and the people who use them as prey will follow them there instead. It will just move the same problem from one place to another.

If come to the conclusion that New York has become a WAR ZONE and all means of RP has died and has come to "Target spotted" "Charging weapons "Engaging target". That's the best of them and no dialog is formed in game anymore.
Its just my few point and experience and believe some others feels the same
Regards
Did you expect them to give you a biography before engaging you? RP is not the issue there, it's the ganking that irritates most people. No one likes being ganked to the point that you can only run away or die almost instantly.

Having played mostly as an unlawful but also recently as a lawful person in Liberty I have to say I disagree. The ganking and "unsportsmanship", the one liners and so on, are equal on both the pirate/merc side and the LNS side - so what if a couple of LNS'ers chase a few snubs, they are hardly going to get a kill anyways, and they are most likely doing it because they got ganked the day before by 3-4 bombers and a couple of Scyllas. They feel justified, just like the mercs and pirates who got jumped by 3-4 battleships the day before feel justified for their gank. Npnp.
What goes around comes around, people should stop whining about who did what in Liberty and just treat others how they want to be treated themselves. I for one like Liberty, something unexpected always happens there.

That sort of thing happens Sirius-wide, you know. Liberty is not the only place infested with the good old "snarky/sarcastic cocky ace pilot" archetype.
Granted, it does catch more heat than others simply because of the player density.

I've also played extensively on both sides of the law in Liberty, and I have to disagree. Since time immemorial, any "unsportsmanship" etc has always been mostly on the part of lawfuls. There are of course exceptions to this rule - one-liner Pirate ID bombers and such - but the vast majority of "improper" behaviour has always been from lawfuls.
This is pretty much, as I see it, because an awful lot of newer/inexperienced players like to play as Liberty lawfuls, and also because there are simply many, many more Liberty lawfuls than Liberty unlawfuls. That's just how it goes.
While I don't think it's fair to expect a newer player to Disco to abide by "unwritten rules" and such, I don't think you can realistically claim that any "unfairness" is evenly distributed between both sides of the coin.
The main problem is the lack of direction being given to these newer players by their more experienced lawful counterparts, whether that be people not being around to guide them or, worse, people just not caring and even inciting questionable behaviour.
My view on this whole thing about NY not being a good place for new players to see an example of Discovery's level of RP:
Those who are easily ticked off will leave the server.
Those who have a good enough stomache will leave NY and go hunt for better RP grounds.
And imho, we want the later half of player types. You can be the best RPer ever, but if you go ballistic over the regular Disco drama, you should not be here. Save your own nerves and everyone elses.
