Remove the current Dev team first. Then you can try to fix the game.
What is needed ist basic understanding of healthy working PvP balance and proper map-layout combined with adequate economy.
The current dev team proved that they fail in those 3 things many times ,each update since 4.86 beta made the game worse up to the current state.
If your Lead Dev cannot do the basic 3rd grade maths for stuff like transport running distance under fire then you cannot have any hope.

Heh, I saw this tasty sandwich jump away yesterday. I thought jump trading was supposed to get fixed.
The wars between Corsairs and Outcasts where always a guarantee for a lot of activity and very active factions.
Ok, maybe it got a little out of hand somethimes, but it was big fun and a lot of exitement.
So placing some system between them was a very bad idea.
Better remove it or make some short lanes in it or something. it has killed the action overthere.
Second;
Again about Connecticut.
Besides it keeps players not playing the game there's another thing.
It takes away part of the magic of the game.
I remember not going to Conn the first year i played, because i was bad in pvp anyway.
And the vastness of the Freelancer universe and the different far away systems and their ships and armor really had a kind of magic to it.
You could travel to unknown far away systems and see ships and armor there who where amazing and different. It had real magic.
Then i started going to Conn, because the Navy trained there.
(they could train in their Guard system yust as well, thats where they are for).
But anyway; there i yust ran into all imagible ships, like the Coalition Gunboat.
At first i was exited, wow, a Coalition Gunboat. But then i was not so happy.
It took away a lot of the magic of the game. You dont have to travel and explore , you yust go to Conn. And then it's not RP, but yust Dave saying, ''he man, with or without bots"!?! Really stupid gamekilling in my opinion, gone the magic.
No point in removing or changing anything if the player base continues to behave like it does at time and just cause people to leave.
No point in doing anything if people dont want to play.

The thing that MATTERS is to build a strong community of players that like to play the game together. That's pretty much it.
All the thread about "disco is dying" and such should literally be not allowed. Its just causing more problems than it is helping. Much rather it would be better to write threads to encourage people to play the game because they will have FUN in it.

And you can exchange you weaps and armor anywhere.
I have never had to use Conn for that, thats silly.
