Someone who helps your target get away is fair game. Just give proper rp foreplay.
So jack this means i can go troll around on a freelancer ID and CD spam every pirate that wants to pirate someone and i can legally let them get away without getting any pay from it what-so-ever?
I mean screw piracy for a sec. Can I just find a random indy trader and start spamming CDs at him?
Because this it what it comes down to. The RP didn't indicate anything of good will. There was CD spam and the question "want to pay me to take him down" from the freelancer that was to a non-responsive trader that got away. The interaction was finished when the 3rd party jumped in with no reason to.

I don't necessarily think being a Freelancer (aka Civilian) automatically means you have to be a doormat when you see someone else getting pirated. Whatever happened to being a "Good Samaritan?"
Although, CDing a pirate and helping his quarry escape would certainly be grounds to be attacked in reprisal.
And... how can the trader get away? You thrust faster than he does.
Case 2: So, just nuke the trader. The Freelancer cannot engage (if there is no bounty), and the trader is too busy to type while being snacced. That way, you can troll the troll... who can only sit there and watch you scrap the target. If he engages, he breaks 1.3 and BB rules => guns + money has left the room.

From a roleplay perspective, a world full of selfless vigilantes is nonsensical.
From a gameplay perspective it's just plain douchebaggery, pirates/unlawfuls have it difficult enough already with silent engaging traders and navy folks already - no need to pile unregistered and unpaid Freelancers on too.
Nom, don't worry. You were unfortunate enough to run into a player that knows no other behavior, but fortunately the majority of players on the server aren't like that.

Acting in defense of another person doesn't automatically make you a full-blown vigilante. And nobody is talking about "a world full of selfless vigilantes" so much as what depends on each individual encounter. Some Freelancers would certainly happily pass by, thankful that they're not the ones getting pirated. That's different than making it a requirement of the ID or the RP of a Freelancer to sit idly by and watch crime happen. We're also talking about CDs here, not like he actually attacked you outright.
