As a relatively new player: It looks good to me! It's essentially an (almost) inRP newbie guide. Now just stick it somewhere where newbies can find it!

Well since I'm oldschool probably would have looked at the place where it currently is, on the Forums in the Help & Support section.
Well, maybe it could be in it's own section such as New Player Guides.
If I were one of those young and hip people with low patience my first guess would have probably been ingame menu (if I knew very little about Freelancer in general) or the very launcher used to start the game (if I had a clue what possible / probable in Freelancer mods).
The second thing is, in my opinion the current in-game help system is inadequate. I only noticed it after a few days of playing as I wasn't really expecting it to be represented as a star system in the middle of nowhere. So that's actually the first thing that should be improved. Also it's needed to make it obvious where to find help by prominently referring to it in the in game "How to get started" infocard / billboard. After all that is the very first interface to the new players after the "Installing Discovery" tutorial.
I was also thinking, a return of the "Recruit" ID might also be a good idea. I can't seem to recall what info it had a few years ago when I first tried Discovery but it would probably be a good idea to include some oorp info on it, as well some tips on how to behave when interacting with other players and an overall explanation of the ID system and its repercussions.

This is a really good idea I'd completely overlooked when thinking about the issue previously. Thank you, I'm going to flag it up with our technical people to see what can be done.

Agreed. I'm going to be looking at some changes to the logging in messages that pop up to see how we can better communicate this information. I'll also be looking closely at the tutorial buoys in Penn.
I like the way you've laid it out; easy on the eyes. Only thing i'd suggest is to ensure clarity. When there really isn't any other (clearly written) source of information about what players can and can't do in practice, newbies could take your words for gospel or a general suggestion.
Just need to find an effective way to put it in front of them now.
