Good morning

On behalf of the entire Chief Inspector's team, I'd like to wish you all a very happy Christmas, and a peaceful new year.

It has been a long and difficult year, full of challenging and unforseen circumstances. We have all lost friends and colleagues, but also made new ones along the way too.

You have all tackled adversity admirably, using the limited resources at hand. I am very proud of the work you have all achieved, and we will continue the work to achieve even more in the new year.

Please note that inspectors will be finalising shift rotas for New Years Eve, as significant alcohol-fuelled disorder is expected on Sprague. Volunteers for these shifts will be entitled to an additional bonus stipend.

In regards to the CDI christmas dinner and party on Friday the 20th, a non disclosure agreement has been arranged with Anderson Catering Solutions Ltd.

The mutual non-disparagement clauses mean neither the Christmas Party nor The Incident is to be discussed in public by either party or employees thereof.

So begins my report of my first day flying for CDI, and the successful transport of prisoners to Liberty Space on 12/30, 834 AS. After quickly reviewing the selected pamphlets and guidelines for new constables in the bar on Scarborough, I made my way down to the shipyard, where my Starflier was being serviced. Damn mechanic had half the ship taken apart, just trying to install some police lights. Had half a mind to show him the authority of the crown right then and there, but decided a rookie constable on his first outing should be more cool headed. I was just getting my ship out from that chop shop when I was contacted by Sargeants Montgomery and Pickering, who were nice enough to introduce me to the force and give me the rendezvous point. On my way from Newcastle to New London, I picked up a signal from a strange ship, ID’ed as “Spondulica”. Got an odd reading from the cargo hold, but had to join the convoy before I could investigate further.

Joined the convoy with HPMS Tayloe in Manchester, but the Tayloe had some Jump Computer issues. In the meantime, we looked around, and again we saw Spondulica. Sgt. Montgomery had pulled them over for a portside signal light. We learned the name of the Skipper, Jeff Phate, who had apparently never been asked his name. Montgomery asked me to scan his hold, and lo and behold: I was looking at a hold full of Slog! However, When Sgt. Pickering scanned, all he read was Cough Syrup. I ought to string up that mechanic in Scarborough, must’ve crossed my sensor wires when installing the lights. Spondulica was nice enough to donate to the orphan funds before continuing on. Around this time, the Tayloe had sorted out its computer issues, and we were on our way.

Departing from Bretonia, we met up with the LNS Akhetaten, commanded by captain Brown. While we were converging, we had a persistent guest: a Lane Hacker with the call sign “Solicitor-2”. He harassed and followed us through all of liberty, and if these reports are correct was able to shoot down a couple of Liberty fighters. We were told by the Akhetaten to remain with the convoy, and did not intercede. Our forces remained untouched, and we were able to make it to Houston without further incident.
After a slight delay at the Sugarland, where the very rude warden tried to hold me for questioning before realizing I was with CDI, I joined back with the Tayloe and we made our way back to Bretonia space. Despite a brief incident of a temporary loss in my ability to determine my location in space, we made it back to New London just fine. Finally, according to my records, LSF was able to apprehend Solicitor-2, so hopefully we will not have that menace in the future.

So ends my official report. However, on a personal note, I want to take a second and thank the CDI for being so welcoming today. Sargeants Montgomery and Pickering made me feel right at home, and made my first patrol a breeze. It’s a lot different in space when you are on this side of the law– take it from me, who was born on Trafalgar– but I think I could get used to it. Here’s hoping for a long career, and a safer Bretonia.

Good evening.
Just got back to New London after our pre-arranged escort mission with the Weiss corporation. O'Sullivan had been in communication with them earlier, and worked to coordinate a large convoy to travel into Rheinland space, an act that helped further cover the prison transfer we had planned with the HMC Tayloe. We assembled a squadron consisting of myself, Beurling, and Novak for protection. Whilst the Weiss ships were funneling into Bretonia, we got a PLOPS contact in Leeds, the notorious cardamine smuggler, MeisterHaku. I managed to intercept the ship, and with the help of my fellow Constables, leverage some very hefty fines against this hooligan.

We regrouped with the convoy and then proceeded out of Bretonia. We were briefly held up however by an LWB bandit, the DLV|Heugabel. The ship seemed hesitant to strike our convoy, and instead began sprouting pro-food propaganda and attempted to hand out some free samples. As much as I like free food, I don't trust food coming from known Rheinland criminals. Some was taken aboard the Tayloe and one of the convoy ships from Weiss merely to placate the LWB and make him go away. We then proceeded uneventfully into Rheinland and dropped off the Hessian criminals from Sprague. The Tayloe and the rest of the CDI ships then returned to Bretonia. Overall the convoy was a success with only one major hiccup in the form of the LWB ship appearing. We were even able to stop for currywurst at the new restaurant in Berlin. Weiss said we can send them the check later and that they'll cover lunch for us.

I would also like to note something from a patrol that occurred earlier in the week. A member of Med Force Enterprises met up with us to discuss the Slog epidemic, and upon seeing the state of our equipment and ships, made a sizable donation to the CDI. In exchange for a generous pile of credits and promised anonymity, myself and Pickering have agreed to give MFE ships some extra leniency while in Bretonia. Note this does not make them above the law, but please give these CDI donors the benefit of the doubt while they're here.

Good afternoon.
First off, I will get the good news out of the way. I want to take a moment and congratulate Special Constable Novak on his exemplary performance several days ago. During an attempted jailbreak, Novaks, myself, and a good samaritan, repelled a bold and aggressive Molly gunboat who was eager to retake one of his brethren who had been captured earlier in the day. This was Special Constable Novak's first live-fire scenario, and he performed admirably under pressure and was a key factor in preventing catastrophic lose of life, limb, and property. I would like to propose we take 200 credits out of the toilet paper budget and use it to take the kid and the boys to the pub and buy a round of drinks. He is old enough to drink, right? Novak looks like he's fourteen.

Secondly, the HMC Wensleydale has been critically damaged in Leeds, following a disastrous series of deployments throughout New London and Cambridge that have led to the ship being towed into drydock. Kevin tells me he has some ideas on rebuilding the superstructure and gutting the power distribution system, and adding what he's calling "a big bloody gun" to the front. Apparently he has more Ceres series hulls rusting in the impound lot he wants to cannibalize for the project. I've signed off on the paperwork for the work to begin, it frankly can't perform any worse than it has already due

Good morning

I am writing to provide an update on the Civil Defence Initiative's status and future trajectory.

As many of you may know, I was seconded to the CDI from the BPA in an attempt to improve professional standards for the CDI as a whole, with a particular focus on our spacebourne patrol wing. For over a year now, I have served in the capacity of Chief Officer. However, what was not announced to you all at that time, is that this year was a final opportunity for improvement, with the formation potentially being dissolved by Parliament if a turnaround or upward trajectory was not evident.

To assess the CDI's capabilities and performance, auditors from Her Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) have been secretly embedded throughout the militia over the last three months. They have acted as newly recruited Special Constables, shadowed our patrols, interviewed members of the public, analysed crime data, and reviewed our organisational protocols. This audit has formed the basis of a Police Efficiency, Effectiveness and Legitimacy (PEEL) report.

PEEL reports are graded across eight categories, with ratings ranging from Inadequate to Outstanding, and assigned point values from 1 (Inadequate) to 5 (Outstanding). The CDI last received a PEEL assessment in 833 AS, shortly before the resignation of Chief Inspector Packard. At that point, an aggregate score of 10 was achieved, with Inadequate ratings in most categories.

During pre-audit meetings with the Home Secretary, it was agreed that an aggregate score of 17 or higher would indicate a trend of improvement. Failure to meet this threshold would result in the minister issuing a recommendation to Parliament for a revision to The Special Constable Regulations (Amendment) 819, formally abolishing the spacebourne Militia and folding its remaining budget and assets into the BPA.

I have provided a selection of the headline findings below:

PEEL Summary Wrote:Police powers and treating the public fairly and respectfully: Requires improvement (2).
A broad trend was observed of special constables refraining from exercising police powers until alternate de-escalationary approaches had failed. This reflects a prudent approach to community policing, and avoids placing members of the public and law enforcement officials in harm's way. Despite this, there were also significant issues observed around unprofessional conduct, including gambling on duty, berating individuals, and misapplication the law. Additional work on training programs is required. This will reduce the incidence rate of complaints and resulting compensation payments.

Preventing and deterring crime and antisocial behaviour: Adequate (3).
A statistical analysis of crime data indicates a limited deterrent effect in Omega-3, Cambridge and Newcastle. This effect is not consistent however, with Corsair and Hessian attacks largely unaffected by CDI activities, likely due to a failure to present a credible threat. CDI operations have demonstrated a reduction in smuggling activities in the local area, and appear to alter the target prioritisation for Gaian and Molly attacks. Additionally, community outreach schemes have reduced low-level offending in some instances. Further work is required to improve CDI readiness rates to shorten response times to piracy notifications, and improve pilot training to increase the perception of credible threat.

Protecting vulnerable assets and infrastructure: Requires improvement (2).
The combat effectiveness of CDI patrols has risen incrementally over recent years. This has been driven partially by improved constable training and the steady proliferation of surplus wartime equipment. 11 of 19 of combat case files reviewed indicated pirates were driven off or apprehended before shipping suffered critical damage. CDI units have also increasingly been pressed into service in a supporting role in the Cumbrian Blockade, and in support of the Armed Forces and broader Constabulary during large scale incidents. While this indicates a positive trend in performance, CDI combat operations frequently result in a concerning attrition rate. Further training is required, in addition to a review of available equipment.

Responding to the public: Requires improvement (2).
The CDI is currently configured primarily as a patrol and response force, intended to respond to in-progress crimes. Despite this, response times are frequently too slow to intervene to prevent criminal damage. Currently the CDI's force disposition has favoured "service rationing", prioritising key areas where units can be close to hand for quick response, at the expense of other areas of the CDI's jurisdiction. Service improvements are required to reduce the response time to attacks, either through an alternate deployment structure, different rota arrangements, or enhanced coordination with other law enforcement agencies to better anticipate where high demand will be experienced.

Investigating crime: Inadequate (1).
The CDI isn’t always achieving acceptable outcomes for victims of crime. The number of crimes it solves following investigation is unacceptably low. The CDI needs to better understand the barriers to successfully bringing offenders to justice and achieve better outcomes for victims. For 43 of the 205 cases reviewed during the victim service assessment, we found that an incorrect crime classification outcome had been applied. Significant training improvements are required regarding the investigation of crimes, collation of evidence and documentation of process. Resourcing must be made available for detective constable training.

Managing offenders and suspects: Requires improvement (2).
The CDI has taken on increased duties around the management of offenders and suspects in recent months. Most notably is the administration of the BPA Parkhurst overflow facility near Planet Sprague, and the commissioning of the HMPS Tayloe into service. In addition, multiple temporary holding facilities are managed across Planet Sprague. The state of these facilities is generally characterised as poor, and will likely require significant capital investment to improve to the standards expected on core Bretonian worlds. Despite this, the CDI's management of these functions has relieved some of the critical overcrowding experienced at BPA Newgate, allowing the maximum-security facility to focus on Bretonia's most dangerous and complex offenders.

Building, supporting and protecting the workforce: Requires improvement (2).
The CDI continues to operate in highly dangerous environments and has a significantly above-average fatality rate compared to other Bretonian law enforcement agencies. Despite this, the incidence rate of death or serious injury has fallen considerably due to improved equipment maintenance, access to training, and inter-agency cooperation with the Armed Forces. Significant work is still required to bring casualty rates within acceptable parameters, likely driven by continued improvement to constable training and experience.

Leadership, budget and force management: Good (4).
Over the last year, additional governance measures and budgetary safeguards have been imposed by the Chief Inspector's department. These provide assurance that there are organisational means of detecting irregularities, and that these issues will be investigated promptly at a senior level once identified. The CDI's budget remains considerably smaller than comparable Bretonian law enforcement agencies, but there is evidence of significant ingenuity in stretching this resourcing to achieve operational effects.

The full report will be available through the COCS document archive and later published on the HMICFRS neutral net portal. The Home Secretary has already been appraised of the report and agrees that this is a positive sign of an upward trend. This does not mean we can rest on our laurels however. We still have a considerable amount of work ahead of us, and an ongoing commitment to deliver a professional and comprehensive service to the people of Bretonia.

Parts of the report make for sobering reading, however these are challenges we shall tackle together. Despite that, you all have my thanks for the work you have done so far. The CDI fights on for another day.

Ugh, my nerves are still on edge after the raids by corsairs, outcasts and mollies the other day... I've never destroyed a ship with people inside... my hands are still shaking just thinking about it *puts a hand in front of the camera and his face turns into one of concentration, obviously the shaking is fake*
I'm going to need a few days off to get over it and... do we have a psychologist or an agreement with one in our medical insurance? do we have medical insurance? are sick days paid?

Good evening.
First off, I am required to thank Kevin for finally fixing the communications. Second I want to congratulate everyone on our PEEL review scores. Nice work, most of you. Okay, some of you.

Regardless. This evening I had a brief run in with Doctor Hans von Goeben in New London, where business turned to idle chatter of largely inconsequential note. However, as we discussed the troubling conditions in Croyton, I received an odd reading on my PLOPS. A Liberty Police ship had jumped into Bretonia, then back out. Before I could go very far and investigate, I received a distress call from the ship and I hurried to the scene with Goeben in tow in case medical aid was required. Upon homing in on the beacon in Magellan, I found two Liberty Police ships at the shipping platform. Ones which admitted there was no emergency in the slightest. Apparently they'd lured me here under false pretenses and had taken bets upon whether or not CDI would dispatch someone to investigate the distress call.

The men introduced themselves; Detective Owen Porter and Captain Evan Stone. Despite their dubious methods of contacting the CDI, they did have some official business to discuss. Liberty Police has recently finished construction of the Lewisville Penitentiary located in sector C7 of the California system. They hope that in the future that the CDI would be interested in transferring some of the prisoners we take in to their facility. Many details need to be hammered out, of course, but I promised them I'd take their offer to my higher-ups.

It is worth noting that the two LP officers did chase an Outcast ship off and cause critical damage to it on the way back to Bretonia. No doubt saving the CDI a hefty repair bill and preserving my mental stability for a few more hours.

While I dislike their unorthodox methods for contacting me, their work is no doubt important. I advise reviewing the communication logs below and reaching out to Liberty Police for a follow up.
