The Hispania Imperial is a mixed organisation that saw its roots come from the Outcasts venturing into Sirius. Composed of various individuals, business' and families from across many different walks of life on Malta and within Maltese space, the Imperial seek to bring about a new Golden Age for their people through the directed and purposeful consolidation of Malta, her forces and her economy.
Originally, the precursor group to the Hispania Imperial comprised of small collection of families and enterprises with interests mostly on Albegna. These interested parties had various levels of involvement in Outcast space faring activities, and directed their focus on methods of exploiting both Albegna and Soledad. These two Maltese colonies were seen as routes of empowerment for the group with their status on Malta.
The group later expanded its activities by the inclusion of other interested parties with a similar goal of increasing their own status, as the organisation grew so did its ambitions. And following an influx of Outcast gangs, raiders, and smugglers being welcomed into the association, the need to establish a structure on and the vision to achieve their goals became apparent. Rodrigo Diaz was able to convince his peers to support him and his vision and with that, the Coalición Imperial Maltesa was born.
The Imperial Coalition has become a predominantly space-based economical and political movement within the Hispanic house. The Imperials seek to bring greater centralization, military might, wealth and prestige to the Outcasts as a nation and tap into the nationalistic and previous imperialistic tendencies within the society to push their agenda.
Today, the organisation is known as Hispania Imperial and is lead by Rodrigo Diaz. It has established deep connections within Maltese society; with the addition of more benefactors, some maintaining secrecy, it has allowed the group to become one of the more preeminent Outcast groups.
The reorganisation of the Hispania Imperial saw the expansion of the structure of its military arm. The newly formed Marshal Branches are lead by their own respective Marshal. The branches are intended to be specialised groups as means to cover whatever operating conditions are needed for the Imperials and their needs. Each branch typically holds its own unique ranking system, operating procedures, and objectives that the others may differ from. The groups are expected to cooperate and coordinate in what ways they can, for the betterment of Malta.
Further information of each branch is contained in the Imperial Handbook post.
The Imperial Armada is the first in the major steps towards centralising the Maltese Military under the Hispania Imperial. The aim of the Armada is to be presented and developed as the professional fighting force of the Maltese and develop the suitable doctrines, strategies and tactics for larger scale warfare along with plans on the best methods to act within the unique limitations of a Maltese Navy. The Armada also shares the responsibility with the Imperial Band with the protection of Outcast interests across Sirius, as well as being the branch with command over the Maltese ground forces.
The Imperial Band acts in many ways to fulfill the needs of the Imperials, it still maintains its position as the primary fighting force of the organisation in spite of the creation of the Armada. Pirating, Raiding, Slaving and Smuggling are all under the conditions for which the Band operates. The Band does however act as the main manpower pool for the other Marshal branches. Directors and Marshals alike still rely upon the Band to assist in their own operations as the Band still incorporates all of the various affiliated, and some what autonomous, gangs and groups collected under the branch. The Band is currently the main entry point into the Hispania Imperial.
Originally only a designation, with the reorganisation the Imperial Husares are were not considered their own regiment within the Imperial Coalition. They former worked closely with the Armada in dealing with overall strategy and tactics, being used as the vanguard to any major movement of ships to soften the targets up. Recently, they have merged with the assets of Visage and have subsequently taken over Intelligence based activities.
The Soledad Assembly is the collection of enterprises within the Hispania Imperial, although the Assembly itself is lead by a Director, the branch has a number of invested parties just below the surface. Currently the Soledad is one of the more complex branches of the organisation, owing to its 'one size fits all' creation. The Assembly as it stands has a number of departments which deal with production and manufacturing on various scales, mineral extraction and exploration, as well as divisions for research and development. The commerce of Cardamine, frequently held as 'the' most important enterprise - although not all of the Assembly like to kowtow to it and wish resources were 'better' placed elsewhere -, and is currently the largest part of the Assemblies efforts.
Hispania Imperial operates with Mercantile and Subjugation diplomatic stance, and could be seen acting in either of those interests diplomatically.
Currently the diplomatic corp of the Hispania Imperial is lead by Alana Leoz.
Kin
The Imperials see the other Outcasts as their brethren, they are not considered a different group or one of a different affiliation. Instead of the typical group distancing seen with other space-bound factions, the Imperials have no established barrier as of yet.

The Golden Chrysanthemums are seen as one of the closest subjects of the Outcasts and the Imperials. Their movement has greatly expanded the market of Cardamine into Kusari and through the drug are bound to the Outcasts. The Imperials are more than willing to greatly interfere within Kusari to ensure that their local distributor maintains its operations.

The Imperials view the Hackers as one of the more resourceful groups under the Outcast's thumb, their addiction to Cardamine ensures their dependency on Malta, but the prevailing opinion is that the group will work best without interference.

Practically one of the most rowdiest groups under the influence of the Outcasts, the Imperials view them the same as many useful pawns to deliver Cardamine to the population centres across Liberty. And will crackdown on them should they step out of line.

The Imperials view the Core as a potential partner in destroying the local Omicron forces which both groups are hostile too. In the past agreements were made with the Outcasts and the Core which the Imperials do not currently see reason to largely change.

The Imperials view the Zoners of Freeport 10 as an important stop for various market goods that would be otherwise not obtained by piracy and trade with the Junkers. So long as the zoners do not pose a threat to Outcast interests, they are afforded leniency with their activities.

The Imperials understand that the Blood Dragons may eventually become a problem, but tolerate their operations so long as they do not overstep their place. Recent actions of one of the associated groups have drawn the ire of the Imperials, as they sparked a conflict with their own allies and the Outcast's cardamine distributor in Kusari, GC.

The Xenos are a simple organisation, much like the Outcasts they do not like outsiders in their territory. However, unlike Outcasts they do not understand the benefits of cooperating with outsiders nor establishing yourself at the top of the hierarchy. The Imperials see these folk as inevitable enemies due to their unwillingness to align with an outsider.

- Synopsis -
Comprised of a collection of families and enterprises hailing from Malta, Albegna and interested individuals from Soledad. The Outcast Imperial Coalition is a predominantly political movement within the Hispanic house. The Imperials seek to bring greater centralization, military might, wealth and prestige to the Outcasts as a nation and tap into the nationalistic and previous imperialistic tendencies within the society to push their agenda.
This Imperial organisation began on Albegna, among a small group of interested parties, many of which previously holding ties with similar groups. As the collective continued to grow and more recently matured, additional interested parties became aware and interested in its activities from across Maltese space.
Today, the Imperial Coalition has deep connections within Maltese society, the addition of more benefactors, some kept secret and others not. Coupled with the organisations enterprises within Maltese space, the group are now entering the main stage to open more opportunities.
- Governing Structure -
The current structure of the organisation is centered around the Director General, whom was elected to their role by the Soledad Assembly. The current Director General holds unilateral authority within the group since its reorganization, and is infrequently challenged when carrying out his objectives.
Directly under the Director General are the Coalition's branch leaders, these are refereed to as Directors - a title with roots from the Soledad Assembly, they currently are responsible for the overseeing of their specific branches. Although the branches aren't all equal in the breadth and depth of their scope, they are united by the charisma of Rodrigo Diaz and the Imperialist fervor felt throughout the Coalition.
The Soledad Assembly appointed Rodrigo Diaz as the leader of the reorganized Coalition in late 826. With a mandate of expansion, he instituted the current Imperial Band and appointed its Marshal. Likewise he also recently created the Visage to serve as the Information collection branch and appointed the Director there as well. The only director he is unable to appoint to a position is the one held by the Soledad Assembly.
The Marshal - Alexandro Torres
Appointed as the Marshal of the Imperial Band by Rodrigo Diaz, he has quickly taken to the role and organised the manpower of the Coalition. Although a long time friend of Rodrigo's, Alexandro has come to disagreements with his friend over the allocation of the first Imperial Destroyer being handed to Visage. However, Alexandro understands the importance of maintaining unity within the Imperial Coalition and personally does not further the issue.
Director of the Assembly - Lasaro Sanz
The only other member of the Coalition's Leadership which has been appointed by the Soledad Assembly. Lasaro's position makes him a internal rival to Rodrigo as he currently is mandated to push for the Assembly's interests, however the assembly itself often has no unified direction and as a result Lasaro often needs to be the voice of reason within the Assembly's symphony of wishes.
Director of Visage - Alana Leoz
The newly created Visage came with a slot in the leadership. Alana Leoz was selected by Rodrigo to lead the the information gathering effort and bestowed upon her the first destroyer under the Imperial Coalition's command. Alana has been quick to begin compiling intelligence reports for the use of the Coalition, while also spreading the information tendrils as far as she is able. The destroyer, Vulturo, she now commands acts as a mobile intelligence base as well as warship.
Branches
Imperial Band -
The Imperial Band acts in many ways to fulfill the needs of the Coalition, it is primarily the fighting force of the organisation with the addition of undertaking standard Outcast behavior. Pirating, Raiding, Slaving and Smuggling are all under the conditions for which the Band operates. The Band does however act as the main manpower pool for the other branches of the Coalition. Directors rely upon the Band for their abilities as combatants, smugglers, intelligence operatives and more.
The Imperial Band also has intentions to assemble Armada fleets, although with the current limitations, such is still only an ambition.
Currently the Band is the only branch of the Coalition whose Director holds a different title. The Band is lead by The Marshal and their Capitáns.
Nuevas Rayas - One stripe.
Newly recruited Outcast into the organisation.
Comerciantes - One stripe with a Cardamine inhaler silhouette on top.
Equivalent to a Nuevas Rayas, but specifically for traders and miners.
Dos Rayas - Two stripes.
Fully Initiated member of the Band.
Tres Rayas - Three stripes. (Has the backing of High Command to order and use Destroyers, Cruisers and Battle-Cruisers.)
Veteran Band member.
Cuatro Rayas - Four stripes (Raid Leader)
A veteran band member with the trust and authority to manage raids.
Capitán - Imperial Coalition Cross (Band Commander)
One of a select few high-ranking members of the Band, seconds to the Marshal.
Marshal - Equivalent to a Director
Currently leader of the Imperial Band, and one of the highest authorities within the Imperial Coalition.
Accolades:
Raider - Take part in a successful raid Pirate - Earn 50 million credits from hold ups Marauder - Destroy 30 transports Slaver - Transport at least 40,000 slaves to Malta Trespasser - Raid the Corsairs, Gallia, Liberty and Kusari at least once. Aggressor - Initiate a fight against 10 non-transport enemies Invader - Take part in 10 raids. Pillager - Steal at least 50 million worth of commodities. Ravager - Defeat 15 non-transport enemies Giant-Killer - Defeat 5 Gunboat or larger ships, not including transports. Devil-tongued - Successfully bribe 10 different house officials while doing something illegal. Smuggler - Transport at least 40,000 units of Cardamine into Liberty. Guardian - Play escort for at least 10 Cardamine Convoys. Husares Designation - Defeat 30 fighters in a fighter or bomber.
Honours:
Golden Cross - Awarded to those of distinguished skill or bravery. Maltese Cross - Awarded to those with a long distinguished record. Crowned Imperial Cross - Awarded posthumously, or to retirees. For distinguished service and gallantry.
Pirating is a activity for at least two participants, the standard procedure is to lock-down a specific trade-lane and hold-up traders to either cough up credits and be allowed to pass or risk their cargo. Successful acts of piracy should be noted here.
Smuggler convoys:
Smuggler convoys typically need at least two transports and an escort. The typical aim of the Convoy is to deliver Cardamine into Liberty. The lead transport chooses the route the convoy takes. Successful Convoys should be noted here.
Raiding:
Requiring at least three participants, with one of the three being of the rank Cuatro Rayas, then a raid can begin to be organised. Additionally it also requires at least one transport to haul the goods home, if the raid is intended for house space. Raids on the Corsairs are for maximum damage against them.
Although, it does not require every member of the raid to be apart of the Imperial Coalition, efforts undertaken in a raid still count towards being awarded with accolades should they be recorded in the internal comms.
The purpose of the raid is to commit large scale acts of piracy, pray on larger targets of wealth, and slaving where appropriate. This meaning attempting to shut down great portions of a systems ability to trade for a brief moment of time, and earning as much wealth for Malta as possible from the effort.
Soledad Assembly -
The Soledad Assembly is the collection of enterprises within the Imperial Coalition, although the Assembly itself is lead by a Director, the branch has a number of invested parties just below the surface. Currently the Soledad is one of the more complex branches of the Coalition, owing to its 'one size fits all' creation. The Assembly as it stands has a number of departments which deal with production and manufacturing on various scales, mineral extraction and exploration, as well as divisions for research and development. The commerce of Cardamine, frequently held as 'the' most important enterprise - although not all of the Assembly like to kowtow to it and wish resources were 'better' placed elsewhere -, is currently the largest part of the Assemblies efforts.
Visage -
Visage is the newest branch of the Coalition, its current purpose is the collection of information from any credible source it can get its eye on. Although in its current form the branch has limited means to operate, needing to rely on members of the Imperial Band to act as quasi-operatives and diplomatic relationships to build and develop its internal information network. It did however receive the first Destroyer of the Coalition, the ship has been turned into a semi-intelligence vessel as well maintaining its function as a warship. The Imperial Band were none to happy about the decision, and it has since caused some tension between the two branches.
- Doctrines -
Great Orange Road (GOR) -
The GOR doctrine, as it was oddly named, is predicated on the proliferation of Cardamine throughout Sirius. The Doctrine calls for efforts to be placed into expanding the reach and market of Cardamine as well as exploring new avenues to sell the drug. This was inclusion was requested by the Soledad Assembly and universally accepted, owning to the importance of the drug trade for the survival and prosperity of Malta, and forms the primary efforts of the Imperial Coalition. The Doctrines aims can be summed up as such:
- Increase the number of individuals addicted to the Cardamine Drug.
- Protect the Cardamine runners, and secure the routes already in use.
- Develops means by which to further distribute Cardamine, either by new products or new routes.
Trinity Doctrine -
Championed by Rodrigo, the Trinity doctrine seeks to expand the Outcasts by means other than Cardamine. The areas highlighted by the doctrine cover the prestige of the Outcasts, the industrial capacity as well as their military strength. The Trinity forms a secondary objective of the Imperial Coalition.
Prestige - Prestige comes from a number of sources, the most obvious is wealth and military victories. However, prestige also concerns the reach of influence, the nature of said influence, the spread of the Maltese culture and the perception of it from outsiders and the people themselves. The following are aims considered to improve Prestige:
- Military victories, particularly non-skirmish based.
- Accrue Cardamine dependent factions into a set of vassals.
- Cultural proliferation and dominance over other cultures.
- Spur a Golden Age for Maltese Arts, Sciences and Technology.
Industry - Industry is concerned with the ability of the Maltese to produce and manufacture. Although it includes better techniques to produce more Cardamine, its inception was to address many of the short-falls in the self-sufficiency of the Maltese. Obtaining raw materials and building the infrastructure needed to make use of them is a preeminent part of this element of the doctrine. The following aims are considered to improve the Industry:
- Develop the existing sectors of the Maltese economy.
- Pioneer the expansion of Maltese Economic and Industrial Sectors.
- Achieve further self-sufficiency and limit over-reliance on foreign goods.
- Cultivate more planets for habitation by the Maltese, develop Albegna and Soledad.
Military - Military concerns a number of different, but connected elements to a professional armed force. The assembly of Armadas, the development of new technologies, increase size of the armed forces and better training regimes all fall under this doctrine. The following aims are considered to improve the Military:
- Development of the Imperial Armada.
- Development of the Imperial Army.
- Development of military technologies, used to used by the Imperials.
- The active standing size of the Maltese Military.
- Increase the Operational bases throughout Sirius.
- Extending the Zone-of-Influence of the Maltese.

What is the Imperial Coalition?
The Imperial Coalition is a collective organisation, a gathering of interested parties from across Maltese space with the aim of further Imperialising Malta. Malta is currently -not- an Empire, and neither is the Imperial Coalition. Many steps must be taken before Malta can be embraced as an Empire. The Imperial Coalition is currently but one of the cogs turning for that future.
Current Structure:
(( This section would just be a copy past of the current Directors, Branches and the Head of Departments within the Soledad Assembly. ))
The Current Doctrines:
As the current leader of the Imperials, Rodrigo Diaz has laid out the following doctrines to be pursued as means to build the foundations for Imperialism.
These doctrines are as follows:
The Great Orange Road A critical component to the current Maltese economy, and inseparable from Maltese society. Cardamine. The spread of the dream to all corners of Sirius is one of the, if not -the- primary, concern of the Imperials. It is not only brings great wealth to Malta, it also acts to subjugate all who become entranced by it and further allows Maltese influences to seep across the sector.
Trinity Doctrine The Trinity Doctrine is focused more on developing the domestic prowess of the Maltese and distance the reliance on foreign imports, while also building upon the prestige of the Maltese as well as arming Malta with an Armada to challenge any house military.
(( This section would contain most of the information already posted in the main page about the Imperial Band. ))

Operational Area
(( This is based on ID and ZOI restrictions ))
(( Can only operate with what the ID allows in the systems, systems outside the ID only allow combat in self-defence or defence of another Outcast. ))
- Pre-Coalition - Prior to joining the organisation which would eventually become the Imperial Coalition, Rodrigo Diaz operated as a gang leader for a small group of Outcasts known as the Cruz de bronce (Bronze Cross). They mainly operated as pirates and smuggler escorts for the majority of their 10-year lifespan. The group is very familiar with the Tau systems as they mostly operated out of them, however when Rodrigo joined the precursor organisation of the Coalition. The gang did so too.
- Joining the Coalition - Rodrigo and the Bronze Cross joined the Coalition in its infancy, being one of the first non commercial groups within the organisation to join it was not difficult nor long before Rodrigo was able to establish himself as some authority figure. Being one of the few in the organisation with combat experience and knowledge of the rest of Sirius.
Rodrigo eventually became one of the most notable and respected members of the precursor organisation, often being relied upon by the other not so experienced members. His position allowed him to play pivotal roles in the expansion of the organisation during its infancy, and for his efforts he was eventually entrusted with the command of the newly established Coalition and its Imperial ambition.
- As the Director General - Rodrigo has since being given the reigns of the organisation, quickly reassembled its structure from what it previously was, and made further additions to it. Although some of the parties involved murmured a few grumbles at the reorganization, leading to the Assembly being able to appoint its own director, general trust for Rodrigo and his vision of an Imperial Malta trumped their own annoyances.
The Marshal - Alexandro Torres
- Pre-Coalition - First encountering Rodrigo during a tragedy that had befallen him. He and his gang were intercepted by the Liberty Security Force (LSF), during an escort of Cardamine. Alexandro and his other gang members were severely crippled in the fight with the LSF in the California system, and as they fell back to the Cortez system they were once again intercepted. Rodrigo's Bronze Cross came in as a last minute rescue, engaging the liberty forces to enable the limping smugglers to escape before bugging out. Alexandro lost a number of friends that day, but gained another in Rodrigo, he was later accepted into the Bronze Cross and proved himself time after time to be one of the best pilots they had.
- Joining the Coalition - Alexandro joined the Coalition with Rodrigo, although Alexandro was much more experience than Rodrigo in the activities of the Outcasts, Rodrigo had a better flair for captivating an audience. They both became prominent figures in the Coalition, and Rodrigo often relied heavily on Alexandro for strategizing.
- As the Marshal - Although, he was originally against the flair and symbolism of the Imperial Band, Rodrigo managed to convince Alexandro to go along with the idea. Being convinced by the arguments of how symbolism can captivate the imagination of Imperialism. Alexandro eventually found himself agreeing with the perspective.
Although being imperialised, Aexandro is adamant that the Band continues to operate in the same way as many Outcast gangs do. His reasoning is to ensure a steady supply of experience for the members and wealth for the Coalition. Something Rodrigo could not disagree with.
Director of the Soledad Assembly - Lasaro Sanz
- Pre-Coalition - Before joining the Coalition, Lasaro was an overseer for one of the numerous docking ports on Malta. He was in charge of a dozen crews who worked on ship maintenance and light repairs for fighters, bombers and transports. His crews and himself became respected as one of the more reliable zones to get the workshop jobs done, and with such reputation he managed to accumulate a nice quantity of wealth.
- Joining the Coalition - After one of his crew's had reportedly began interacting with a new organisation, he took it upon himself to have it checked out. Through these effort and exposure to some of what the organisation claimed along with tugging of his own personal ideals, he was eventually convinced and later joined the precursor to the Imperial Coalition.
- As a Director - Lasaro became the first Director of the Soledad Assembly, and the second person to be appointed by the branch as a whole. He worked with Rodrigo in organizing the sub-divisions of the Soledad Assembly, he played a key role in maintaining strong family representation where their business' lie, something Rodrigo disagreed with but eventually backed down from. Although most of his time now is spent acting as a mediator between the different sub-divisions of the Assembly, a task which he has so far excelled at.
Director of Visage - Alana Leoz
- Pre-Coalition - Rumored to have been a reconnaissance specialist and confidential liaison between various factions, Alana's background prior to joining the Coalition is mostly unknown to the majority of the organisation.
However she has worked with Rodrigo and the Bronze Cross in the past, typically where information handling was required.
- Joining the Coalition - Rodrigo himself introduced Alana into the Coalition, he spoke of her abilities in the not so overt information handling department and verbal tact, Assuring other members that she would be an asset worth welcoming.
- As a Director - With the Visage being the newest of the branches, there is not much for it to have done. Although there are plans in the works to compile a database for the organisation to freely use and access on various important figures and organisations that they may come into contact with.
#3# - Soledad Assembly
The Soledad Assembly, named after Soledad, is a branch of the Imperial Coalition that deals with various sectors not attributed with another branch. This nature of the assembly means that it is for the most part, hectic. However, while the Coalition is still young, it is hard to find the need to divide the Assembly more.
Currently, the Assembly has a number of sub-divisions that cater to different aspects not in the purview of the other branches. These are:
Great Orange Road (GOR) Department Head: Lucía Carrasco
The preeminent sub-division within the Assembly and indeed the Coalition as it deals with the distribution and sale of Cardamine. Named after the doctrine which it is based upon.
Slavers Bay Department Head: Joaquín Ortega
Lead by the Coalition's Ortega family, and supported by the following gangs: Human Cargo, la Vista, and the Grey Bones. This division's primacy is the importation of slaves. They frequently work in unison with GOR.
The Maltese Society Department Head: Lara dalle Carceri
A collection of artists ranging from painters, musicians to the theatrical. Although currently one of the smallest divisions within the Assembly, there is great hope in its expansion.
Distribuidor de Combustible Maltés (DCM) (Maltese fuel distributor) Department Head: Máximo Gaona
A merger between a number of gangs and associations who joined the Imperial Coalition but have expertise in the reallocation of H-fuel.
Although they are known as a distributor, they often arrange raiding parties into the Sigma's for fuel collection.
Sección 17 extracción y minerales (Section 17) Department Head: Gregorio Bongiovanni
After a few week long process, a collection of parties on Albegna finally combined their efforts to Section 17 Extraction and Minerals. The name deriving from their combined allotments of land they have the rights to survey and mine. The group now possessing rights to a large swathe of land for mining is lead by Gregorio Bongiovanni, who was instrumental at finally combining the various mining interests.
Armas y Armamento (AYA) (Arms and Armament) Department Head: Juan Alarcón
Manufacturers of small arms and armour for both personal use and use on strike-craft.
Destello Department Head: Isaias Gálvez
Software and Electronics sub-division.
Visage was once the newest branch of the Imperial Coalition, however following the reorganisation that is no longer the case. Visage currently operates as the intelligence gathering and covert operations branch of the Imperial Coalition. Although due to the Outcast dependency on Cardamine, the group needs to rely heavily on a network of informants and agents not of Outcast origin. The branch however still operates to the degree it needs too in keeping relevant information flowing into Malta, providing much needed reconnaissance for potential Outcast operations.
