The rock base of Seguro Refugio was hollowed out from a massive asteroid slowly falling into Soledad and pulled into a stable orbit. With the massively important [[Cartagena Shipyard]] project well under construction the Outcasts needed a place to store supplies, house workers, and provide a defense.
