The rock base of Seguro Refugio was hollowed out from a massive asteroid slowly falling into Soledad and pulled into a stable orbit. With the massively important Cartagena Shipyard project well under construction the Outcasts needed a place to store supplies, house workers, and provide a defense. After Cartagena was completed Seguro fell under the command of the Outcast group that found Omicron-81 and built Cartagena. Seguro became a hub for Omicron-81 supplying the settlers of Soledad, co-ordinating shipments for Cartagena and becoming a safe haven for those wishing to escape the near-tolitarian political structure of Malta. Any dissidents found their way here after their protests fell on deaf ears.
