Long stymied in their efforts by a Royal Court that was more interested in collecting customs duties based on the numbers of ships rather than their contents, IDF finally found success by ushering through new tariff legislation that was based on tonnage. With the tax system no longer a barrier, EFL was quite willing to take IDF payments for the design and construction of a new transport, which after several delays and redesigns proved to be the most expensive conventional transport in either Sirius or Gallia.
