Can only pirate in a gunboat or smaller (cruisers may demand allied pilots only)
Can escort smugglers
Can engage pirates, terrorists and lawfuls within their Zone of Influence
Cannot ally with any lawfuls except with Rheinland lawfuls against non-Rheinland pirate or military invasions
Cannot use any transports with more than 4,300 cargo

Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime.
