The [[Jump Gate]] linking [[Hokkaido]] is part of a controversial construction project intended to open the recently discovered mineral riches of the [[Chugoku]] system to exploitation by [[Kusari]] business interests. However, because of the natural dangers of the Hokkaido system and significant levels of terrorist activity, [[Interspace Commerce]] (IC) refused to insure the venture until the Kusari government committed to station the [[Battleship Matsumoto]] in the system for protection. Despite the large military presence, however, the Chugoku Gate is still a favorite target of the [[Blood Dragons]].

In 798 A.S., construction was started on the jump gate leading to the Chugoku system, with most of the workers coming from Deep Space Engineering. Officially, the Kusari government states that the Chugoku system holds a considerable amount of mineral wealth that would benefit Kusari, but it is widely known that the primary reason for constructing the jump gate is to wipe out the Blood Dragon threat once and for all. Due to the heavy radiation and unpredictable gas clouds of the Hokkaido system, and the extremely high rate of terrorist attacks, Interspace Commerce refused to insure the venture until the Kusari government agreed to move the Battleship Matsumoto to cover the construction site.

The jump gate construction project and the trade lanes leading to it were originally supposed to have been completed in 803 A.S., but thanks to the efforts of the Blood Dragons and their Golden Chrysanthemum allies, the project is more than three billion credits over budget and is still not close to being completed. Samura Industries is insistent that it will be constructed by 820 A.S. by the latest, but the commander of the Battleship Matsumoto, Shosho Tatsuya Mochizuki, remains intensely sceptical, as do others in New Tokyo.
