Synopsis
The Phantoms are a small terrorist organization, utilizing advanced technology and vicious tactics to achieve their objective. Stated goals are the elimination of the corrupt House governments, although rumors persist of darker motives. The Phantoms are feared even by pirate groups with whom they contact to get supplies, resources, and information.
