San Quentin is the Rogues' primary diplomatic centre, after preliminary talks have occurred on other bases it is here that all final details are hammered out. Only recently opened up to allies of the Rogues, Sylpheed feels it is imperative that San Quentin be used properly for the first time since it was created.
