Volgograd is a rocky, shattered planet housing a few needed minerals, and a population large enough to extract them from the planet in a timely manner. The Coalition explorers have found quantities of Cobalt, Copper, and Boron in sufficient amounts to merit mining the desolate planet. Although there is a significant human presence on Volgograd, it was not considered cost-effective to build standard docking facilities.
