Supplies of mines, missiles, and countermeasures are highly sought after by the criminal and terrorist groups that operate throughout Sirius.  These groups are eager to get munitions locally if they can, through bribery or convoy ambushes, but the only supplies that they can depend on come from the Outcasts and Corsairs, who are both eager to develop closer alliances wherever they can if it will help them achieve their ultimate goal of wiping out the other side and becoming the dominant force in Sirius.
