The rock base of Seguro Refugio was hollowed out from a massive asteroid slowly falling into Soledad, which was slowly brought into a stable orbit after the hollowing reduced it's mass. It was the first base in Omicron-81, and would remain so for 20 years. Serugo Refugio was used to thoroughly map the system. When usable resources of copper and bauxite were discovered on Alcara's moon, it quickly became evident that the planet would be a good site for a shipyard. Construction of Cartagena soon started, while supplies and construction crews were housed on Serugo Refugio.

Once the shipyard was completed, the asteroid base was all but abandoned. It became a home for the "outcasts among the Outcasts", people whom the Outcast leaders considered dissidents. Due to their low birthrate, the Outcast culture evolved to value every member of their society - exiling unwanted members are socially more acceptable then executions. Life on the station is not as luxurious as that on Malta, but those living aboard are nevertheless content to stay, knowing they are forever bound to the orange grass.
