Faction does not have bearing on status as a Freeport, docking access and political situation does. Akihabara allows anyone to dock without requesting access prior, therefor it is a freeport even if it does not belong to Zoners or IMG. Contrast [[Freeport XXI]] which despite its name is not a freeport as docking access must be requested and approved.
