I think he ment flipping them over..
What i do is :
1. Get a new transperant file, not layer, a new file.
2. But the brush on there.
3. Go to "Image" and then flip it horizontaly, verticly, or with a custom degree.
4. Once done, select the image ( ctrl + A since the background is transperant ) and then paste it where needed (ctr+v).
Tada.

Though, I was wondering, how do people make animated .gif on photoshop? not something very important for me to know since I can use flash MX to animate instead, but just curious

That is WAY overkill. Open up the "brushes" window. There's loads of options in there.

well, i can't tell you how, cause i forgot.
but i did it with my first animated sig in my list few pages ago.

I dont like to do things the lazy way, and this only takes like 20sec.:)
bleh you can also do it on a new layer instead of new file, it would do the same, then ctrl+v to the needed layer...
