Faction Overview: Volgograd Industrial is one of the only entities allowed in space within the Coalition that is not directly controlled by the SCRA, as it is a state-owned corporation formed by the Duma. The primary focus of Volgograd Industrial is to provide a platform with which the Coalition can conduct trade with its allies and other neutral parties. While it may seem contrary to its beliefs, it has often been thought of as a necessary evil in order to ensure the longevity of the Coalition and its ideals.
Volgograd Industrial used to go by the name of Violet Industries when it dealt outside of the Coalition and it has often traded with the Houses in secret in order to bring goods into the Coalition that could otherwise not be acquired. While this move was seen as controversial, any opposition was quickly silenced when the quality of life improved dramatically as the Coalition's economy was bolstered by the influx of raw materials and other components.
Volgograd Industrial also operates a small mining division in the southern parts of Sirius and is sometimes seen further north depending on the circumstances. It has negotiated with parties friendly to the Coalition in order to secure partnerships and cooperative agreements. Trading is the organizations primary focus, but since obtaining mining vessels, it has a secondary focus on further expanding current and future mining operations.
Because of its contact with possibly corrupting capitalistic influences, the SCRA keeps a close eye on the organization as a whole as well as each individual pilot. If there is even a hint of corruption, the people involved are removed from the organization permanently and sent for "re-education".
Faction History: Understanding Volgograd’s background will require a brief understanding of the Coalition and Volgograd Industrial's relation to it. Therefore it will be explained in three parts: The Coalition; Economy and Politics, and Volgograd Industrial
The Sirius Coalition is the modern-day successor to the original Coalition of Sol. The Sirius Coalition is populated by the descendants of Coalition saboteurs hidden aboard the original five sleeper ships, as well as by more recent defectors from the Alliance nations. The Sirius Coalition is dedicated to the same Communist values as it's predecessor, and carries on the war against the Alliance to this day. The Coalition's primary concern revolves around destroying the Sirian Houses and uniting the Sector under one Socialist banner. Additional concerns include expansion of its sphere of influence into non-House and anti-House organizations, as well as containing and destroying "exotic" influences which may harm or contaminate the People.
The management of the coalition’s economy falls under the office of the Minister of Plenty. The Ministry of Plenty is the largest of the three ministries and is responsible for management of the economy and managing import and export. The Ministry of Plenty also manages the basic needs of the citizens of the Coalition, such as housing, sanitation, and water. The Ministry of Peace is the civilian agency responsible for the Coalition's defense and law enforcement.
In an ongoing effort to grow the Coalition, it’s economic policy was implemented by Premier Katz to prevent the Coalition’s economy from collapsing. Allowing some private ventures, the NEP allows small businesses or shops, for instance, to reopen for private profit while the state continues to control banks, foreign trade, and large industries. The New Economic Policy (NEP) replaced the policies of War Communism which attempted to obliterate any signs of the market economy in the Coalition. War Communism’s policies hadn’t been too kind to the Coalition's economy and thus, was in dire need of some new kind of reform, whether political or economic.
Out of catastrophic economic exhaustion caused by War Communism’s policies, new trade opportunities opened up outside of Omega-52, but a parallel opportunity was opened for the beginning of Coalition corporation efforts within Omega-52, overseen by the Minister of Plenty. The first was the formation of Volgograd Industrial.
Volgograd Industrial was established by the State Duma following the return to power by Premier Katz after the Volkhand Civil War. Needing a hero to revive the Coalition's economy, the Coalition government offered the opportunity to a former Bretonnian Citizen turned Coalition citizen, Jeremy Porter in 819A.S. Following the era of growth ushered in by return of Premier Katz, Jeremy Porter would serve as Volgograd Industrial’s first chairman, with his first moves being absorbing all private businesses he had in JianXi under the NEP into Volgograd Industrial. He would be succeeded by second Volgograd Chairman, Viktor Rykov. Viktor would expand the reaches of Volgograd Industrial to groups like the Council, or smaller groups like the Colonial Republic and would continue to manage Volgograd for another years until his disappearance. It has been unconfirmed the status of Viktor Rykov’s retirement, but since there was no clear succession for the Chairman and to prevent an internal collapse, it would be picked up by various Ministers of Plenty.
Goals: Volgograd Industrial has laid out the following short term and long term goals, that may change as circumstances change.

Export supplies to any groups that may need it whom share ideological similarities or supported by the Coalition.
Introduce new manufacturing capabilities within Omega space to assist Coalition allies or friendlies.
Base of Operations: Planet Jianxi
The Planet housed a key portion of Volgograd Industrial's production capacity, which was compromised of various smaller corporations belonging to the first Chairman, Jeremy Porter. It has remained a key hub of opreations where work is delegated, discussed, and assigned to Volgograd Industrial workers.

Underneath the surface level of the cold barren planet, lies various state-owned housing units for various coalition citizenry which is also where a majority of Volgograd Industrial employees live. Although with a lack of a docking ring, there is an extremely fortified dome which houses the Coalition's government. This provided a secure location in which Volgograd uses to work on extremely classified projects or to send out secured transmissions throughout Sirius.

Economic policies: Currently Volgograd Industrial adheres to the economic policies laid out by the Duma of the Coalition, therefore all of its business efforts follow a strict accordance to these polices and it's worker's wages are affected by these policies. They are as follows:
The Economy of the Coalition is currently managed by a "New Economic Policy" that has seen a burst of growth and prosperity in the Omega-52 system. Premier Katz's government implemented this economic policy to prevent the Coalition economy from collapsing. Allowing some private ventures, the NEP allows small businesses or shops, for instance, to reopen for private profit while the state continues to control banks, foreign trade, and large industries. The New Economic Policy (NEP) replaced the policies of War Communism which attempted to obliterate any signs of the market economy in the Coalition. War Communism’s policies hadn´t been too kind to the Coalition's economy and thus, was in dire need of some new kind of reform, whether political or economic. This manifested in the opening of Omega-52 to outside trade in the form of TAZ and IND vessels being granted specific permission to trade inside the system under the watchful eye of the economic ministry. One direct benefit of the system was the planet JiangXi that saw a rush of development and growth, as well as a large-scale immigration from war-torn sections of Bretonia. This, in turn, has brought a great deal of opportunity and prosperity to the Coalition and is touted as a great success by the Government. The NEP succeeded in creating an economic recovery after the devastating effects of the attack on Jiangxi, and the Coalition continues to support its efforts. There is some concern among more conservative members of the Communist Party that the NEP is a step backward away from the idea of a true Communist state, as such, there is a push to replace the Policy with a heavily controlled Centrally Planned Economic System.
Prior to Grand Admiral McIntosh's February Revolution, the currency in use was the Coalition Ruble. Under the failed economic policies of High Chancellor Aeon's government, the Ruble lost a large portion of its value, eventually leading to the Ruble's total collapse. The Ruble's collapse made life very difficult for the Coalition's citizens and helped contribute to the final collapse of Aeon's government. After the February Revolution, under the policies of War Communism, all economic production was placed under the government's authority and the ailing Ruble was replaced by a system of ration coupons for various commodities. Though the ration coupons managed to provide basic necessities, scarcity was still a way of life for the citizens of the Coalition. Because of the usual lack of anything beyond the basic necessities, workers were not encouraged to work at their best and production began to fall off, resulting in the curtailing of rations even further. This was not a system that could continue indefinitely. In the face of a sluggish economy, the State Duma began to draft the New Economic Policy under the guidance of Premier Katz. As a part of the NEP, the inadequate system of ration coupons was replaced by a system of social credit. Under Social Credit, every citizen is an equal partner in the Coalition's economy. Each citizen receives a set allotment of money to spend however they wish in lieu of a standard paycheck. As the economy strengthens, the allotment increases, encouraging every citizen to contribute their best effort. After the introduction of Social Credit, worker productivity began to increase steadily, and the quality of life increased as well.
Diplomacy: Volgograd Industrial's diplomatic relations mirror the relations that affect the Coalition as a whole. This means that their diplomatic relations will be based off the same relations in which are shared with the SCRA and SCEC. Volgograd being a civilian organization will have some minor possible deviations depending on interactions they come across and approved. Therefore they share the following:
