Tori Kago (鳥かご Bird Cage), also known as Zettsu (ぜつ , born November 19th, 798 A.S.). He was born in Kusari on Planet Kyushu. His mother, Mei Kago, passed away to breast cancer at the age of 39, when Tori was three years old. His father, Jonathan Andrews, is a businessman, working for the Interspace Commerce. After his mother's death, they moved to Liberty, where Zettsu finished Varience City Information Technology College on Planet Manhattan.
Biography
Vigilantes
During his school years in Varience, Tori met Catherine Ranes, or Seraph, as was her nickname. They became friends very quickly, and after they finished college, along with a few friends they formed a group calling themselves Vigilantes. They worked in Liberty, destroying all kinds of criminal element. During his time with Vigilantes, Zettsu became a skilled pilot, making him an effective bounty hunter.
Hogosha
After Vigilantes disbanded, Zettsu continued his life in Liberty. He saw the corruption of the Republic as the expansive politics of the government encouraged criminals to reign free inside the house as the Navy fought on the front lines with Rheinland and Gallia. With the Liberty military being busy on the outskirts and LPI being corrupt as usual, he worked on his own, blowing up all assortment of pirates and smugglers in Liberty. One time on Rochester he acquired a Recycler Super Heavy Fighter he dubbed Kantsubaki, which he later used to ironically destroy Junker smugglers in Texas. That attracted the attention of Junker Marauders, who eventually caused the LPI to outlaw him in Liberty.
That started Zettsu's vendetta against the Junkers. He was reached out to by Hogosha Association member Fuyudori Adachi, with whom he started co-operating against the Junker smugglers.
Taimou
A turning point in his career came, when Adachi called him to Golden Dragon Casino in Shikoku. They were supposed to steal a ship of an Outcast pilot on Newport Station, under the cover of a drug deal. Zettsu felt skeptical, as it was not a noble way of fighting his enemies, but because of Adachi's help previously in Liberty he didn't refuse. They managed to acquire the ship sucessfully, and Zettsu gathered some information about the Sigma borderworlds and almost complete map of the upper Omicrons. Hogosha let him keep the ship with a note that they might some help from him in the future.
Back Home
After a few months had passed, Zettsu found himself back in Liberty, talking to the LPI chief Jonas Valent. They came to an agreement that would bring Zettsu back from his exile, making him able to operate legally in the Republic again.
At the same time, he made contact with the Archangels Fighter Club, so as to get his newly acquired Rapier better outfitted for his job and to repair issues with Outcast security mechanisms on the ship.
Ships
A Waran bomber - dubbed Axiom - was Zettsu's first ship of choice, back when he was flying with the Vigilantes. After two years of heavy duty, it became almost unusable beyond repair. It was left as a souvenir near Seraph's home on Planet Manhattan.
A Recycler super heavy fighter acquired by Zettsu on Rochester Base, ironically called after a beautiful flower, was bought off an ex-Gallic Junker Howard Syd on Rochester. A sturdy and capable ship, it was used to hunt Cardamine shipments coming through Liberty. It was left for scrapping after Zettsu had acquired the Taimou.
Taimou is the current ship used by Zettsu. A powerful Maltese design, re-purposed with civilian-grade weaponry and a cloaking device, it's a powerful ship in the right hands. Currently, Zettsu is trying to overcome a few issues about its security systems and powerplant shortcomings.

The Hogosha are enemies of Zettsu's enemies, they helped him out before and now he's helping them.
Hellfire Legion
The Legion's goals are simple - make Liberty better. With that in mind, they fight Rogues, Hackers and Outcasts and Zettsu helps them out with that, avoiding any conflicts with the Navy or the LPI.
Junkers
Junkers are responsible for Cardamine, Slave and Artifact smuggling in Liberty. Zettsu despises them with passion and will do anything to destroy them - as long as the authorities aren't looking.
