The Nagumo was the last Meiji-class battleship scheduled to be decommissioned and be replaced by the new Bakumatsu-class Battleships that were being produced by Samura, as its militarily vital position in Kusari was one of great importance and as such the Nagumo could not be moved until another ship could take its place. The rising tensions in the Tau borderworlds prevented such a replacement from being constructed. Instead, the Battleship Nagasaki briefly replaced Nagumo, allowing Samura to refit the ship and shore up the structural weaknesses that led to the discontinuation of the Meiji class. Nagumo then resumed her assigned station, freeing up the Nagasaki for action in the Tau borderworlds.

The majority of Meiji-class battleships were decommissioned after rumours of a serious structural flaw on stabilizing fins and the suicide of Yasuhiro Takeshi, one of [[Samura]]'s engineers who had overseen the project. Whilst the rumours remained unconfirmed, the Emperor demanded that all Meiji-class battleships be pulled from service in order to restore the honour of Kusari's Naval Forces as well as the Kusari citizens' faith in them.

However, when it came to constructing the replacement battleship for the Nagumo the Kusari government was running low on funding and a decision was made to upgrade the battleships scanner systems and armour as well as to reinforce the stabilizing fins with extra support structures.
