Matsue base was constructed in 799 as a last redoubt for the Emperor and his family when the conflict with Rheinland began. The Emperor was moved to Matsue when Rheinland forces entered Honshu in 800 A.S., and would stay there until the end of the Nomad War.
As the crisis ended, the Kusari Naval Forces saw the advantage of Hiroshima as a remote but strategic system. A training facility was established on Matsue, to train the Kusari elite fighter pilots in advanced space combat. Matsue is also fully equipped to function as the Naval Forces headquarters in time of crisis. In peacetime, the Naval Forces are generally commanded from their main facility on New Tokyo.
