Pennsylvania houses a large populace of Liberty Rogues, many of whom are family members of other Rogues who operate in more dangerous areas of Liberty. Niverton guarantees safety for all of them, since Navy or Police patrols rarely venture in the area, and asteroid field doesn't allow capital ships to operate efficiently.
